The Project Schedule should <br /> follow the PA Plan as closely as possible yet remain within the formatting requirements <br /> noted above. <br /> e) Failure to comply with any of the Project Approach Submittal format requirements <br /> may result in disqualification. <br /> 2.6 RISK ASSESSMENT PLAN AND VALUE ADDED PLAN <br /> Risk Assessment Plan <br /> Risk Assessment Plan (RA Plan) - The Contractor should list and prioritize major risk items on <br /> this Project that could cause the Contractor's "vision" or "plan" to deviate or not meet the <br /> expectations of the County (i.e. risks that the Contractor does not control). This includes <br /> sources, causes or actions that are beyond the scope of the contract that may cause cost increases, <br /> delays, change orders, or dissatisfaction to the County. Do not include in this section any risks <br /> caused by a lack of the Contractor's technical competency. The risks should be described in <br /> simple and clear terms so that non-technical personnel can understand the risk. The Contractor <br /> must also explain how they will mitigate, manage, and/or minimize the risk from occurring. A <br /> mitigation / management plan solution with supporting dominant information is required for a <br /> score that deviates from a standard "5" score. The backup performance information can include <br /> how many times the mitigation plan was previously used, and the impact on performance in <br /> terms of customer satisfaction. <br /> Value Added Plan <br /> Value Added Plan (VA Plan) - The purpose of the VA Plan is to provide Contractors with an <br /> opportunity to identify any value added options or ideas that may benefit the County at a change <br /> in cost or scope. These options or ideas may also be referred to as additional or optional <br /> services. Where applicable, the Contractor should identify: 1) what the County may have <br /> excluded or omitted from its scope; and 2) how these options or ideas have been successful <br /> through verifiable performance information and/or best value practices. The Contractor should <br /> list the cost as a percentage of Base Cost and time impact of its options or ideas. All items <br /> should be listed in terms of a percentage of the base Project cost. The ideas identified in the VA <br /> Plan must not be included in the Contractor's Base Cost Proposal. The Contractor should <br /> identify and briefly describe any options, ideas, alternatives, or suggestions to add value to this <br /> Project, and indicate how the items will increase or decrease cost or time (note: a Value Added <br /> option must impact cost). Again, all cost impacts associated with these value added options must <br /> not be included in the Base Cost. <br /> Evaluation of materials, equipment, etc. submitted for an approved equal status will only be <br /> considered through the Best Value Contractor Submittal during this Value Added Process. <br /> Contractors shall use Attachment D, Risk Assessment Plan and Value Added Plan templates <br /> when preparing this portion of the Submittal. Contractors shall not exceed the two(2)page limit <br /> for each Plan and shall follow all formatting instructions as outlined on the Attachment and noted <br /> above in Section 2.5. <br /> 12 <br />
