Fitzgerald ``J <br />Senior Planner, Long -Range Planning <br />DATE: May 13, 1991 <br />RE: TRANSPORTATION DISADVANTAGED PLANNING GRANT PROGRESS <br />REPORT & REIMBURSEMENT INVOICE <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of May 21, 1991. <br />DESCRIPTION AND CONDITIONS <br />On May 8, 1990, the Board of County Commissioners (BCC) approved <br />the transmittal of the county's application to the state to become <br />the local Designated Official Planning Agency (DOPA) for the <br />provision of transportation disadvantaged planning activities in <br />the area. In its capacity as the DOPA, the Board of County <br />Commissioners is responsible for coordinating transportation <br />disadvantaged resources in the county. <br />On August 28, 1990, the BCC/DOPA approved the transmittal of a <br />Transportation Disadvantaged Planning Grant application to the <br />state. The Planning Grant was subsequently executed by the state <br />and the BCC/DOPA on November 27, 1990. <br />As part of the Transportation Disadvantaged Planning Grant contract <br />between the' Designated Official Planning Agency (DOPA) and the <br />State of Florida Transportation Disadvantaged Commission (TDC), <br />quarterly progress reports must be submitted along with <br />reimbursement invoices. To comply with this requirement, staff <br />prepared a progress report and invoice for the first quarter of the <br />grant period. On March 21, 1991, the Transportation Disadvantaged <br />Local Coordinating Board (TDLCB) reviewed and approved the Progress <br />Report and reimbursement invoice with minor revisions. - <br />ALTERNATIVES AND ANALYSIS <br />Attached is a copy of the progress report and invoice summaries, <br />along with a 'brief narrative describing the status of each task for <br />the first quarter period beginning November 27th, 1990 and <br />extending through February 28th, 1991. <br />The progress reports and applicable_ finished products, such as <br />TDLCB meeting minutes, by-laws, etc:; -are required to accompany all <br />reimbursement invoices. These materials will also be submitted to <br />the state along with the reimbursement invoice. <br />The BCC/DOPA's alternatives are to either approve the transmittal <br />of the Progress Report and reimbursement invoice as submitted, <br />approve transmittal of the Progress Report and invoice with <br />revisions, or. deny the transmittal of the Progress Report and <br />Invoices to the state. <br />RECOMMENDATION <br />The TDLCB and the staff recommend that the Board of County <br />Commissioners/DOPA approve the Progress Report and reimbursement <br />invoice, and direct staff to transmit the report to the State <br />Transportation Disadvantaged Commission. <br />8 <br />
