The committed peak hour/peak direction/peak season volume on this <br />segment of Old Dixie Highway is 484 trips. The additional 32 peak <br />hour/peak direction/peak season trips created by the proposed <br />comprehensive plan amendment will increase the total trips for Old <br />Dixie Highway to 516 peak hour/peak direction/peak season trips. <br />This figure represents just under 77% of the existing level of <br />service capacity of 670 peak hour/peak direction/peak season for <br />this portion of Old Dixie Highway. The limited volume of trips <br />generated by the site will affect only Old Dixie Highway. Based <br />upon staff analysis, it was determined that Old Dixie Highway can <br />accommodate the additional trips without decreasing the existing <br />level of service. A more detailed review of transportation impacts <br />will be required as part of any future site development application <br />review. - <br />- Water <br />Water is available on Old Dixie Highway and 9th Street from the <br />South County Plant, and the applicant will be required to connect <br />and reserve Equivalent Residential Units (ERU's). By reserving <br />Equivalent Residential- Units, the utilities concurrency <br />determination test will be met. <br />Water consumption for this comprehensive plan amendment is <br />estimated to be 2 Equivalent Residential Units, or 500 gallons per <br />day. The actual number of gallons required depends on the total <br />square footage and the exact mix of uses. The remaining capacity; <br />of the South County plant is over 4 million gallons per day. Based: <br />upon staff analysis, it was determined that the South County plant' <br />can provide the water service to the site. <br />Wastewater <br />Wastewater service is available to the subject property from the. <br />Vero Beach plant.• Wastewater generation for this comprehensive <br />iplan amendment is estimated to be 394 gallons per day.The actual <br />number of gallons generated depends on the total square footage and <br />the exact mix of uses. The remaining capacity of the Vero Beach <br />plant is approximately 2 million gallons per day. Based upon staff <br />analysis, it was determined that the Vero Beach plant can <br />accommodate the wastewater generated from the site. <br />- Solid Waste <br />Solid waste service includes pickup by private operators and <br />disposal at the county landfill. Solid waste generation for this <br />comprehensive plan amendment is estimated to be 3.85 cubic yards of <br />solid waste per year. The actual amount generated depends on the <br />total square footage and the exact mix of uses. The active segment <br />of the landfill has a 4 year capacity, or over 900,000 cubic yards <br />of remaining capacity, and the landfill has expansion capacity <br />beyond 2010. Based upon staff analysis, it was determined that the <br />county landfill can accommodate the additional solid waste. <br />A more detailed review of utilities impacts will be required when <br />site development applications are submitted in the future. <br />- Drainage <br />All development is reviewed.for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals will have to meet the discharge <br />requirements of the county Stormwater Management Ordinance. <br />Since the subject property is located within the R-2 drainage basin <br />and no..discharge rate has been established for- that basin, any <br />development*on the property will be prohibited from discharging any <br />runoff from the site in excess of the pre -development discharge <br />rate. <br />37 <br />MAY 2 11991 <br />BOCK <br />
