a. Arrange for the appropriate off-site utility line <br />easements for the constructed sewer line in its present <br />location; <br />b. Relocate the sewer line into the existing utility <br />easement; or <br />C. Bond -out for reconstruction of the sewer line in a manner <br />acceptable to the Utilities Department. <br />12. Required Improvements: .Pursuant to Section 914.15(2)(b), the <br />project is exempt from providing bikeway and sidewalk <br />improvements. Streetlighting improvements were effectively <br />addressed by the project's previously approved site plan. <br />13. Thoroughfare Plan: <br />•State Road 60 <br />The County Thoroughfare Plan designates S.R. 60 as an arterial <br />roadway with an ultimate right-of-way design width of 2001. <br />Currently, a 168' wide right-of-way exists for S.R. 60. <br />However,the Public Works Department has determined that right- <br />of-way is not to be obtained from this project site at this <br />time. <br />14. Environmental Planning: As this project is seeking approval <br />only for existing development and not for new additional <br />development, preservation of native vegetation is not required <br />at this time. <br />15. Specific Land Use Criteria: Special Exception Criteria for <br />Primary Schools in the A-1, Agriculture 1 Zoning District <br />[971.14(4)]: <br />a. Sites for secondary schools shall be located near <br />thoroughfares so as to discourage traffic along local <br />residential streets in residential subdivisions. <br />Elementary schools should be discouraged from locating <br />adjacent to major arterial roadways. <br />b. For the type of facility proposed, the minimum spatial <br />requirements for the site shall be similar to standards <br />utilized by the Indian River County School Board and the <br />State of Florida. <br />C. No main or accessory building shall be located within one <br />hundred (100) feet of any property line not adjacent to <br />a street or roadway. No main or accessory building shall <br />be located within fifty (50) feet of any property line <br />abutting a local road right-of-way that serves a single <br />family area. <br />d. The applicant shall submit a description of anticipated <br />service area and projected enrollment, by stages if <br />appropriate, and relate the same to a development plan <br />explaining: <br />1. Area to be developed by construction phase. <br />2. Adequacy of site to accommodate anticipated <br />facilities, enrollment, recreation area, off-street <br />parking, and pedestrian and vehicular circulation <br />on site including loading, unloading and queuing of <br />school bus traffic. <br />3.
