Davis, P.E., <br />Public Works Director <br />Contamination Assessment Report and Remedial <br />Action Plan for Abandoned Fuel Tanks at the Fleet <br />Management Facility - BUDGET AMENDMENT 042 <br />May 21, 1991 FILE: tanks.agn <br />DESCRIPTION AND CONDITIONS <br />The contaminated soil removal and disposal phase is now <br />complete at the Fleet Management Facility (4550 S. Gifford <br />Road). In accordance with Florida Administrative Code <br />Chapter 17-770 (Petroleum Cleanup Criteria), the County must <br />initiate a Contamination Assessment within thirty days of <br />discovery of contamination. A Contamination Assessment <br />Report must be prepared by a Florida Registered Professional <br />Engineer or a Registered Professional Geologist and <br />submitted to the Florida DER within six months of discovery <br />of contamination. <br />ALTERNATIVES AND ANALYSIS <br />Staff has contacted three environmental consulting firms and <br />has requested site inspection and submittal of fee <br />proposals for performance of contamination assessment report <br />services. The attached Table summarizes the Scope of <br />Services and Fee Proposal for the three firms. <br />The alternatives presented are as follows: <br />Alternative No. 1 <br />Since time is of the essence, formal CCNA procedures <br />or competitive bidding is not recommended. Staff has <br />communicated with the City of Vero Beach and City of <br />Sebastian and neither entities have used CCNA <br />procedures nor competitive bidding due to time <br />constraints. <br />30 <br />
