.The firm submitting the least costly proposal is <br />ENVIRx, LTD. (Hollywood, FL). Alternative No. 1 is <br />to authorize the Chairman to execute the attached <br />agreement between the County and ENVIRx, LTD. at a cost <br />not to exceed $22,200 for the Contamination Assessment <br />and $3,500 for a remedial action plan. <br />Alternative No. 2 <br />Proceed through the CCNA procedures to select a <br />consultant. This action will take a minimum of 45 <br />days. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative No. 1 whereby the Chairman is <br />authorized to execute the attached agreement between Indian <br />River County and ENVIRx, LTD. Funding in the amount of <br />$25,700 to be from MSTU Contingencies as provided for in the <br />attached budget amendment. <br />Commissioner Eggert believed we have to do this no matter <br />what, and Commissioner Scurlock noted that his question was just <br />whether it is mandatory to do it at this time. We are operating <br />that type of equipment, and there is always potential contamina- <br />tion; so, he did not want to have to keep doing this <br />continuously. <br />Director Davis advised that once you acknowledge you had <br />some spillage, state law requires you must begin the contamina- <br />tion assessment within 90 days. <br />Chairman Bird asked if there is any possibility of <br />recapturing the cost of this from the state. <br />Director Davis reported that he had heard they were extend- <br />ing the grant for these things, and we are pursuing that to see <br />if we can get in under the deadline. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously approved <br />Alternative No. 1, agreed to waive formal CCNA <br />procedures, authorized the Chairman to execute agree- <br />ment with ENVIRx, LTD. as recommemded by staff and <br />approved Budget Amendment #042, as follows: <br />lembers of the Board <br />of County Commissioners <br />FROM: Joseph A.
