o Require registration in connection with driver's license <br />applications and renewals. <br />o Require mail -in registration. <br />o Require agency registration in state and local government <br />offices such as schools, libraries, government revenue <br />offices, public assistance offices., unemployment offices, <br />etc. <br />o Impose procedures and standards regarding maintenance and <br />confirmation of voter rolls. <br />Under this legislation, no consideration is given to whether <br />state and local governments are doing a good job presently in <br />registering people to vote or whether they have the resources to <br />fund such requirements. Given the fiscal problems many counties <br />are facing, this new mandate could not come at a worse time. <br />Additionally, some county officials have expressed a concern that <br />S.250 would create an'environment for increased voter fraud. <br />Commissioner Wheeler felt the letter is self-explanatory and <br />commented that this act would cause additional expense and less <br />control over voter fraud, and requested a letter or resolution from <br />the Commission to support Senate Bill 250. <br />County Attorney Vitunac noted a resolution would have more <br />force. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, the Board unanimously adopted <br />Resolution 91-65 opposing the National Voter <br />Registration Act, Senate Bill 250, and supporting <br />Senate Bill 921. <br />RESOLUTION NO. 91-65 <br />A RESOLUTION OF INDIAN RIVER COUNTY, <br />FLORIDA, IN OPPOSITION TO THE NATIONAL <br />VOTER REGISTRATION ACT, SENATE BILL 250 <br />AND IN SUPPORT OF SENATE BILL 921. <br />WHEREAS, Senate Bill 250, the National Voter Registration Act, may be <br />considered by the full Senate in June, 1991; and <br />WHEREAS., this Act would require counties, among other governments, <br />to implement and absorb much of the substantial costs of a new <br />federally mandated voter registration program; and <br />WHEREAS, the Bill would mandate Indian River County to require voter <br />registration in connection with drivers' license applications and renewals, <br />mail -in registration, agency registration in state and local government <br />offices, such as schools, libraries, government revenue offices, public <br />assistance offices, unemployment offices, etc., and would impose procedures <br />and standards regarding maintenance and confirmation of voter rolls; and <br />27 <br />r <br />BOOK 8.3 PAv 04, tJ <br />"Jug 4 <br />
