The estimated consulting compensation fee for the project, in this <br />work authorization, shall be based on an FmHA percentage of total <br />construction cost. <br />Based on a percentage of the estimated <br />construction cost of $4,500,000.00, the design <br />services fee will total: <br />Resident project -representation fee, based on <br />a percentage.of the estimated construction cost: <br />Subtotal: <br />Upper Limit Total: <br />$285,750.00 <br />106,875.00 <br />$392,625.00 <br />$529,385.00 <br />This figure will be adjusted when firm construction costs are known. <br />All fees shall conform to FmHA guidelines. <br />RECOMMENDATION: <br />The Department of Utility Services recommends approval of the <br />agreement and Work Authorization No. 1 with Camp Dresser and McKee <br />Inc. for the estimated fee stated above. <br />MOTION WAS MADE by Commissioner Scurlock, seconded by <br />Commissioner Eggert, to authorize the Chairman to execute the <br />Agreement and Work Authorization No. 1 with Camp Dresser & McKee, <br />Inc. <br />Under discussion, Commissioner Scurlock wished to note the <br />upper limit total is $529,385.00. The uniqueness of this site is <br />the fact that we have our water plant and we're not really giving <br />credit for the fact we might not have to acquire land, and there is <br />a saving there, too. <br />Administrator Chandler noted that this is consistent with our <br />master plan with one exception; the original master plan did not <br />necessarily contemplate the RO plant site because when the master <br />plan was originally put together we were looking at GDU; so that's <br />the only deviation. <br />Commissioner Eggert was concerned about the phrase, "all fees <br />shall conform to FmHA guidelines." Since this is not a Farmers <br />Home project is it possible that fees could be lower? Do we always <br />have to conform to Farmers Home guidelines? <br />Director Pinto explained that all the fee structures are <br />higher than Farmers Home guidelines and we do negotiate fees but we <br />included that phrase to make the consultant aware there are areas <br />in there that he's prohibited from exceeding. The Farmers Home has <br />a rather good guideline. <br />After discussion the Commissioners agreed. they depend on staff <br />to negotiate the best fees and perhaps percentages should be <br />27 <br />BJOK 83 F -u P <br />
