AUL3 1991 <br />BOOK 83 [AA -it <br />TO: James Chandler <br />County Administrator <br />DEPARTMENT HEAD CONCURRENCE: <br />Robert Keating, AIC <br />Community Developme Director <br />F�. m <br />THROUGH: Roland DeBlois,' *AICP <br />Chief, Environmental Planning <br />FROM: Christine Panicoc.. <br />Senior Environmental Planner <br />DATE: July 10, 1991 <br />SUBJECT: Request For Approval <br />of Archaeological Resources <br />Survey RFP <br />It is requested that the data herein presented be given formal <br />,consideration by the Board of County Commissioners at its regular <br />meeting of July 23, 1991. <br />r;Description & Conditions <br />;On March 19, 1991, the Board of County Commissioners approved the <br />i. execution of a Historic Preservation Grant Award Agreement with the <br />State of Florida to receive matching funds to prepare an <br />-archaeological survey for Indian River County. This agreement was <br />executed April 3, 1991. <br />1. The total project budget as stated in the executed agreement is <br />$17,000 on a 50/50 matching basis; $8,500 State match and $8,500 <br />,County match. The County match includes $2,500 in-kind support <br />services and $6,000 in cash. The budget provides for $14,500 to be <br />;expended on consulting services. Changes to the budget in the <br />executed Agreement of plus or minus fifteen percent (+ 15%) <br />,require approval from the State. <br />'Staff has prepared a Request -for -Proposal for archaeological survey <br />consulting services. The Historic Resources Advisory Committee and <br />appropriate County departments have reviewed the request -for - <br />proposal (RFP), and staff has revised the RFP to address reviewer <br />comments, as applicable. <br />Alternatives and Analysis <br />The Request -For -Proposal (RFP) as attached was modeled after the <br />RFP utilized by the County in 1988 to solicit consulting services <br />for the Historical Resources Survey. Insurance requirements have <br />been updated and approved by the County Risk Manager. The RFP has <br />also been reviewed by the County Division of Budget, Purchasing and <br />Attorneys as well as the County Historical Resources Advisory <br />Committee. <br />The Request -for -Proposal contains requirements and provisions as <br />mandated by the Historic Preservation Grant Award Agreement and has <br />been approved by the Florida Bureau of Historical Resources as <br />stated in the attached letter. <br />8 <br />
