A solicitation for proposal will be advertized and distributed to <br />archaeological professionals listed with the Florida Bureau of <br />Historic Resources. <br />Recommendation <br />Staff recommends that the Board of County Commissions approve the <br />request -for -proposal as attached and authorize staff to proceed <br />with the solicitation for consulting services to survey <br />archaeological resources of Indian River County. <br />Commissioner Bowman was concerned because the proposal does <br />not specify that this is for uplands, not marine, and she thought <br />it should because it is two separate kinds of archaeology. <br />Her second point is that this is mostly a survey and we are <br />not going to conduct any digs, but they talk about the Florida <br />Master Site file. She questioned the clause regarding damage or <br />loss of property to the County or other vendors and contractors; it <br />says nothing about trespass. It says nothing about, if they do <br />conduct any digs, when they are completed, that the land is going <br />to be restored to its original state. Commissioner Bowman felt if <br />we publish the results of this survey, we will need some protection <br />from the pot hunters because they will use this map and go in there <br />and strip the site. <br />Community Development Director Keating clarified the intent is <br />not to define specific sites; although, if any sites are found, the <br />contract will require them to be put on the Florida Master Site <br />file. The more important purpose of the survey is to identify <br />areas that have a potential for archaeological sites. The site <br />predictives model is the most important part. It will indicate <br />when a site applicant should have to do an archaeological survey or <br />not do an archaeological survey. As far as trespassing, they will <br />not be allowed to go on any piece of property unless they have <br />permission, and that would be covered in the specific contract. <br />Commissioner Bowman inferred, from the request for proposal, <br />that they were going to work only on property owned by the County. <br />Director Keating stated that point can be covered in the <br />contract because this is a request for proposals and the intent is <br />to get a representative sample to get a good indication whether or <br />not archaeological resources would be prevalent. <br />Commissioner Bowman felt it is not necessary to pay $14,000 to <br />do a representative sample because anybody who has any knowledge on <br />this subject can spot a midden a mile away.
