J U L 23 1991 BOOK 83 F','E 4•_ tl <br />Director Keating agreed, but explained that we are looking at <br />larger areas: whether it is right along the river, on the barrier <br />island, or on the uplands in certain areas. <br />Commissioner -Bowman thought there are hundreds of <br />locations. <br />Commissioner Eggert asked if we really are talking about only <br />County -owned property. <br />Director Keating explained that we are talking about doing <br />several activities which will give the staff an indication of <br />whether a particular area would be prone to have archaeological <br />resources, and an applicant would need to take a closer look before <br />he goes out there and really clears property. <br />Commissioner Eggert asked if this is required by our comp <br />plan. <br />Director Keating affirmed it is one of the policies that we <br />said we would pursue. <br />Commissioner Scurlock asked if Commissioner Bowman objected to <br />the lack of definition of scope in the contract. Commissioner <br />Bowman felt the contract is ambiguous. Commissioner Eggert agreed <br />and added it is not protective enough of the properties on which <br />people will go. <br />Director Keating suggested we can definitely cover that in the <br />contract because, again, this is just a request for proposal. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wheeler, to approve the request for <br />proposal and to authorize staff to proceed with the <br />solicitation for consulting services to survey <br />archaeological resources of Indian River County; in <br />the meantime, the scope of services can be <br />clarified. <br />Under discussion, Chairman Bird asked for clarification <br />regarding the clause that says, "Certain requirements and <br />provisions as mandated by the historic preservation grant award <br />agreement and approved by Florida Bureau of Historical Resources," <br />and Director Keating replied that all the requirements in the <br />Request for Proposal are consistent with the grant application <br />which was awarded to the County. <br />Discussion ensued with all Board members agreeing that local <br />people have knowledge that should be exploited. <br />Commissioner Bowman was concerned that consultants would just <br />come in and go through past records and compile that information. <br />10 <br />
