Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works r9p <br />SUBJECT: Request by Phyllis Boisvert for Maintenance <br />of 130 Avenue (South Willow Street), <br />South of CR512 in Fellsmere RE: Letter to Board from <br />Phyllis Boisvert <br />DATE: September 11, 1991 FILE: boisvert . agn dated 8-28-9 <br />DESCRIPTION AND CONDITIONS <br />On Wednesday, September 4, 1991, staff met with Mrs. <br />Boisvert, in reference to her request for maintenance of <br />130th Avenue. At the present time, the County maintains a <br />portion of 130th Avenue_ between,-CR512 and 81st Street as <br />provided for in the .1977 Maintenance Agreement between <br />Fellsmere Farms Water Control District and Indian River. <br />County.-fhe portion south of 81st Street is not maintained <br />by the County. Many citrus tricks from various groves south <br />of 79th Street use the road, as well as increased <br />residential traffic due to accelerated residential <br />construction in the area. <br />%I <br />Mrs. Boisvert requests better maintenance or paving of 130th <br />,Avenue along some sections. A 30' wide right-of-way exists <br />which is dedicated to the drainage district. Improved <br />drainage would benefit the road, however, adequate right-of- <br />way is not present. <br />If improvements are desired, staff recommends a Special <br />Assessment Project be initiated to purchase right-of-way, <br />providing engineering services and construction <br />improvements. <br />12 <br />
