After indicating the location of the road on an aerial <br />photograph and circulating a photograph of the narrow roadway <br />with trees on one side and utility poles on the other, Public <br />Works Director Jim Davis stated that if improvements are desired, <br />staff would recommend that some type of a special assessment <br />district be developed to provide for funding of right-of-way <br />acquisition and drainage system improvements. <br />Commissioner Bowman understood that this roadway is really a <br />30 -ft. wide right-of-way owned by the Fellsmere Water Control <br />District, and Director Davis confirmed that while it is their <br />right-of-way, we grade it and maintain it without receiving any <br />compensation. <br />Mrs. Boisvert noted that 25 of her neighbors are in <br />attendance today to support her request for better maintenance or <br />paving of 130th Avenue along some sections. She described the <br />terrible conditions with bushes encroaching along the side of the <br />road and deep holes filled with water everywhere after a rain. <br />There is only 18 feet of roadway now. During the wet seasons, <br />the EMS vehicles cannot access their neighborhood and the <br />conditions have gotten so bad that not even the postal service <br />will deliver the mail over the bumps and ruts. She suggested <br />that the County construct another road for access and pay for it <br />out of the road impact fees since she understands that impact <br />fees cannot be used for maintenance of roads. Mrs. Boisvert felt <br />that if everyone came in today and talked to the -Board about the <br />problems with the road, maybe something could be done. She <br />understood that several of her neighbors wished to be heard this <br />morning and advised that she also has a.letter in support of <br />better maintenance from a neighbor who is out of town this week. <br />Commissioner Scurlock had the impression that there are only <br />two houses down there, but Mrs. Boisvert pointed out on the map <br />that the majority of the residents live on 5 -acre lots from 89th <br />Street south to 77th Street and the entrance to the Berry Groves. <br />Rodney Tillman of the Fellsmere Water Control District <br />referred to the following memo he wrote to the Board: <br />13 BOOK <br />
