_I <br />POOK 84 P,1GE 3 <br />Mr. Thomas particularly stressed the need to plan to the <br />year 2010. He pointed out that when this study originally <br />started, the year 2000 seemed a long way away, but before this <br />complex is actually completed and occupied, it will be 1994, <br />which only leaves 6 years. Their recommendation, therefore, is <br />Option #1 for an 118,000 sq. ft. courthouse to house everyone on <br />one site. <br />Chairman Bird wished to know how the proposed parking garage <br />fits in with all the 3 options. <br />Director Dean advised that he has talked with the City of <br />Vero Beach, and the parking garage needed to accommodate an <br />118,000 sq. ft. facility would not increase so significantly that <br />we could not put it where originally planned. <br />Chairman Bird then asked if there is an additional cost <br />associated with enlarging the parking garage outside of the <br />difference in cost that we are looking at for the Courthouse <br />facility. <br />Administrator Chandler reported that one of the first things <br />addressed was did we have to increase the size of that garage and <br />acquire additional property, and the architects I-ooked at it and <br />stated that we did not have to increase that square footage or <br />acquire additional property. <br />Chairman Bird -wished to be sure that this held true for all <br />three options, and this was confirmed by the Administrator. <br />Commissioner Scurlock personally concurred with staff's <br />recommendation to do it right and move ahead, but wanted to -be <br />absolutely sure that the parking garage will be sufficient and we <br />are not skimping on the parking. <br />Director Dean assured him that we will have sufficient <br />parking, and the budget figures in the agenda item takes this <br />into consideration. <br />Commissioner Wheeler noted that when we originally did the <br />parking study, it was concurred that what we planned for was <br />extremely liberal and we actually would have parking over and <br />above what that building would require. <br />Mr. Thomas also confirmed that the parking exceeds any of <br />the three option requirements. <br />Commissioner Scurlock wondered if this is all a mistake that <br />the consultants are responsible for. He realized it is hard to <br />project 20/30 years into the future as things do change, but <br />if there are basic design flaws in their study, we should be <br />thinking about that. <br />Administrator Chandler believed there is no question that <br />there are basic flaws in that they did not take into account <br />walls, corridors, equipment rooms, etc., and all of our project, <br />50 <br />
