including land acquirement needs were predicated on that study. <br />Although we are considering all this, he believed it would be <br />very difficult to pursue from a legal standpoint. <br />Commissioner Scurlock asked about the cost of this <br />reanalysis of their numbers, and Director Dean informed the Board <br />that $20,000 was included in the original contract for a restudy. <br />Administrator Chandler confirmed that because of the time <br />lag, it was anticipated there would be some need for additional <br />analysis, and, therefore, additional funding was included in the <br />original contract for that purpose. <br />Commissioner Scurlock asked do we at least write and put <br />them on notice about their error, or just let this go. <br />Administrator Chandler believed there certainly will be <br />additional communication with them. Actually, it is very <br />frustrating because everything we have done has been predicated <br />on that 1988 study, and if we now go the proposed route, the <br />additional expense will be 2.7 million. This is being funded <br />through the Optional Sales Tax, and up until this problem arose, <br />our cash flow studies indicated that we had the ability to fund <br />this project without having to resort to other type financing. <br />Although it is to early to tell for sure at this point because <br />the economy may change, it appears in all likelihood that we will <br />be in a shortfall situation by May of 193 when we probably would <br />have to resort to a short term note or interfund borrowing. <br />There is no doubt that these errors have created -a number of <br />problems for us. <br />Chairman Bird felt in all fairness, they do deserve to be <br />contacted since questions have been raised about the validity of <br />their original study, and we now are'assuming the people making <br />the presentation today are correct. <br />Administrator Chandler advised that as an'additional back- <br />stop to this, our construction management firm has a courthouse <br />_ expert as part of their package, and they have reviewed the <br />findings of the firm doing the reanalysis and concur totally with <br />their findings. <br />Commissioner Scurlock noted that he looked at the 3 options, <br />and he personally supports staff's recommendation. He believed_ <br />that if we are going to build this facility,.we better do it <br />right, and he felt strongly that. we should not fragment but <br />should have everyone under one roof.
