REFERENCES: <br />. t. <br />CH2M Hill has completed the independent evaluation of the original Water and <br />Wastewater Fee and Rate Study adopted by the Commission on March 12, 1991. <br />In the process staff' has. "met with ' CH2M Hill and has reviewed the 'draft <br />report. ' The draft report concludes that no adjustment of rates Is warranted. <br />Staff is satisfied with the Independent evaluation performed and concurs with <br />the findings in the draft report. <br />The final report is to be received by Friday for distribution with the agenda <br />packets. <br />Representatives of CH2M Hill will be present at Tuesday's Commission meeting <br />oto respond to any questions concerning the report. <br />Commissioner Scurlock complimented CH2M Hill on the excellent <br />job on the rewrite of the report. He felt it was important for the <br />Commission to be aware that the construction fund was restructured <br />and that was how the figures were balanced. <br />Commissioner Eggert asked what the impact will be in fiscal <br />year 1994. <br />Administrator Chandler explained the original recommendation <br />was to try over the years to accrue funds within the construction <br />fund so we could do some of these projects without necessarily <br />resorting to bond funding. Our projections for FY 192 and FY 193 <br />funding levels are less than what we had hoped to build up but we <br />hope in FY 194 to get up to the projected level. <br />Commissioner Scurlock stated the Cash Carry Forward and the <br />Construction Reserve have been adjusted significantly and will have <br />to be built up over the next two-year period. He stressed the <br />seriousness of the problem and the excellent job CH2M Hill has done <br />in the modification of the formula and the resulting unchanged <br />rates. <br />0u <br />
