BACKGROUND <br />The Indian River County Board of County Commissioners gave <br />conceptual approval on October 23, 1990, of the installation of <br />water facilities as part of the Water Main Extension Growth Plan. <br />In keeping with this conceptual approval, the Department of Utility <br />Services has developed a phased plan to meet the Comprehensive Plan <br />requirements. (See attached agenda item and minutes.) <br />The Board 'of County Commissioners authorized the Department of <br />Utility Services on January 29, 1991, to conduct negotiations with <br />the selected engineering firms and to proceed with an engineering <br />agreement based upon negotiations. (See attached agenda item and <br />minutes.) <br />Based upon the negotiations, the Board of County Commissioners on <br />March 5, 1991, approved an....agreement with Masteller, Moler & <br />Mayfield, Inc., for the Ph se I design plus additional services. <br />The final design of this roject is now complete, and we are now <br />ready to begin the asses ment process associated with this project. <br />(See attached agenda it and minutes.)::: <br />ANALYSIS <br />Attached are Resolutions I and II for the assessment project. The <br />cost per square foot is $0.107138, and the project will serve the <br />area described by the attached map and is further described below: <br />SUBDIVISION LOCATION <br />West Side of 27th Avenue <br />Emerson Villas generally bordered by 7th Street, SW, and <br />31st Avenue <br />Graves Annex bordered by'lst Street, SW and 29th Avenue <br />Vero Beach Homesites -bordered by 1st Street, SW, 35th Avenue, <br />and 1st Lane <br />East Side of 27th Avenue <br />Clearview Terrace bordered by 1st Place, 1st Street, and <br />24th and 27th Avenues <br />Indian River Heights (between 24th Avenue, 8th Avenue, <br />Moreland Estates. 1st Street, SW, and 4th Street) <br />Bonny Vista Subdivisions <br />Haeger Highlands between 4th and 2nd Streets <br />Hickory Hill Estates north side of 4th Street,'east of -loth <br />Avenue <br />Metes and Bounds/ varies throughout the above, including <br />Nonplatted Properties 5th Street, SW and between 8th Street <br />and 9th Street, SW (Oslo Road) <br />This project contains 1,001 Parcel I.D.'s. Of the platted lots in <br />this project, 946 are substandard or "undersized," according to <br />Indian River County's Comprehensive Plan, the County Public Health <br />Unit, Division of Environmental Health, which require that new lots <br />utilizing well and septic system be a minimum of 1/2 acre. if <br />61�'�'Kr <br />
