Reati g, P <br />Community Devel pm t Director <br />THROUGH: Roland DeBlois AICP <br />Chief, Environmental Planning <br />FROM: Christine Panico d. <br />Senior Environmental Planner <br />1 <br />DATE: October 17, 1991 <br />SUBJECT: Consultant Selection <br />for Archaeological Survey <br />It is requested that' the information herein presented be given <br />formal consideration by the Board of County Commissioners at their <br />regular meeting of November 5, 1991. <br />DESCRIPTION AND CONDITIONS <br />At their July 23, 1991 meeting, the Board of County Commissioners <br />authorized planning staff to initiate the process for selecting a <br />..consultant to perform an archaeological survey of unincorporated <br />Indian River .County. The total project budget as stated in the <br />executed Historic Preservation Grant Agreement is $17,000 on a <br />50/50 matching basis; $8,500 state match and $8,500 county match. <br />The county match includes $2,500 in-kind support services and <br />$6,000 in cash. The project budget. provides for $14,500 to be <br />expended on consulting services. ;. <br />The request for proposal (RFP) which was approved by the Board of <br />County Commissioners on July 10, 1991 was advertised and <br />distributed on August 14, 1991. <br />ALTERATIVE AND ANALYSIS <br />Four proposals were submitted in response to the RFP. The firms <br />submitting proposals were Piper Archaeology/Janus Research; <br />Archeological and Historical Conservancy, Inc.; Florida <br />Archaeological Services, Inc.; and Archaeology Institute, <br />University of West Florida. <br />On October ll, 1991, the Archaeology Institute, University of West <br />Florida, notified planning staff that they needed to withdraw from. <br />the consultant interviews. <br />On October 14, 1991., the county Historic Resources Advisory <br />Committee, sitting as the selection committee, met and heard <br />presentations from the remaining three consultant firms. Based upon <br />the submitted proposals and presentations, *the selection committee <br />ranked the firms as follows: <br />1. Archaeological and Historical Conservancy Inc. <br />2.
