_ M M <br />Page 2 <br />Grand Harbor <br />November 20, 1991 <br />5) As soon as sewer and water services become available to the <br />site, a County utility construction permit will be required, <br />and the site will connect. The septic tank will be abandoned <br />in accordance with -HRS rules once the sewer connection is <br />completed. <br />GHA - Grand Harbor, in accordance with the development order, <br />is responsible for: <br />a. Extension of the 16 -inch diameter water main along Indian <br />River Boulevard. Will design, construct, and convey to <br />the County at such time as construction can be <br />accomplished during Indian River Boulevard construction. <br />b. Construction of a small lift station and force main. <br />Will design, construct, and convey to the County at such <br />time as construction can be accomplished along with sewer <br />in Pod I, Grand Harbor. <br />C. Prior to C.O., the engineers/owners shall submit plans <br />for above water and sewer design and have same approved <br />by Indian River County Department of Utility Services and <br />the Department of Environmental Regulation. <br />ALTERNATIVES AND ANALYSIS <br />The Planning Division staff has indicated that the existing <br />preliminary P.R.D. plan approval depends on the project receiving <br />the second extension of the Land Development Permit to remain <br />valid.... -:4=- n���._ � .._....._....___ _ � :_.. _ .. .._. • . .. <br />The alternatives include: <br />Alternative No. 1 - Grant extension of the Land Development Permit <br />for.18 months, whether or not construction is complete.or for 180 <br />days if no construction has begun. <br />Alternative No. 2 - Deny the extension and require the applicant to <br />submit a new preliminary P.R.D. plan for review based on the <br />current County Land Development Regulations. <br />RECOMMENDATION <br />Staff recommends granting. of the second Land Development Permit <br />extension with the conditions listed in the description and <br />conditions paragraph. <br />51 <br />OV 26 1991 <br />
