06th --Avenue S.W., south of 23rd Street S.W. <br />The County Thoroughfare Plan designates 6th Avenue S.W. south <br />of 23rd Street S.W. as a local roadway with a minimum right- <br />of-way width of 60'. Currently, a 60' right-of-way exists for <br />6th Avenue S.W., south of 23rd Street S.W. Therefore, no <br />additional right-of-way is required for this portion of. 6th, <br />Avenue S.W. <br />*23rd Street S.W., 12th Avenue S.W. and 12th Road S.W. <br />(Highland Drive) <br />The County Thoroughfare Plan designates 23rd Street S.W., 12th <br />Avenue S.W. and 12th Road S.W. as collector roadways with a <br />minimum right-of-way width of 801. Currently, an 80' right- <br />of-way exists for 23rd Street S.W., 12th Avenue S.W. and 12th <br />Road S.W. Therefore, no additional right-of-way is required <br />for 23rd Street S.W., 12th Avenue S.W. and 12th Road S.W. <br />5. STORMWATER MANAGEMENT: The Conceptual Stormwater Management <br />Plan has been approved by the Public Works- Department, and <br />corresponding Type "A" and "B" Stormwater Permits may be <br />issued for the project as the applicant submits for formal <br />preliminary PD and land development permit review. -and: <br />approval. <br />6. GOLF CART CROSSINGS: The applicant has proposed two golf cart <br />:crossings, one for 6th Avenue S.W. and one for 23rd Street <br />S.W. Staff has expressed concerns about the proposed <br />crossings from the outset of the development review process <br />(pre -application conference). <br />Public Works Department staff have determined that one or more <br />of five methods (or possible combinations of .the methods) may <br />be used for the provision of the cart crossings. (Please -see <br />Attachment #4.) These methods are: - <br />1. Below -grade underground tunnels <br />2. Above -grade overpasses <br />3. At -grade, electronically signalized mid -block crossings <br />4. At -grade, electronically signalized crossings at street <br />intersections <br />5. At -grade, non -electronically signalized, mid -block <br />crossings <br />The project site's groundwater <br />of below -grade tunnels. Thus, <br />from consideration by staff. <br />levels preclude the development <br />Option # 1 has been eliminated <br />The applicant has proposed at -grade, non -electronically <br />signalized, mid -block carr crossings (Option- #5). The <br />applicant's proposal is contained in attachment 4a. Staff <br />does not recommend approval of such crossings given the safety <br />conditions and concerns relating to cart crossings of <br />collector roadways. <br />Staff's primary recommendation is that the.applicant provide <br />above -grade (overpass)' golf cart crossings (Option #2). It is <br />staff's position that grade separated crossings are preferred <br />due to concerns of safety for general vehicular traffic and <br />golf course users. Sixth Avenue S.W. and 23rd Street S.W., <br />the roads where the proposed cart crossings will located, are <br />both designated as collector roadways on the county's <br />thoroughfare plan, and each roadway serves significant area <br />traffic. Sixth Avenue S.W. extends north -to -south and feeds <br />local traffic to the nearby Highlands Elementary School. <br />Twenty-third Street S.W. extends east -to -west and serves as <br />the main feeder roadway into and through the Vero Beach <br />Highlands Subdivision from U.S. #1 and 17th Street S.W.... <br />43 <br />DEC 17 1991 BOOK 8b �`s�01 <br />s <br />
