03 C i VZ6 1991 <br />BOOK 85 PA;E9,9 <br />The provision of above -grade crossings eliminates the <br />potential for golf cart/vehicular/pedestrian conflicts which <br />would likely occur given the current nature of traffic and <br />travel patterns in the area. It should be noted that traffic <br />volumes in the area are expected to increase in the future as <br />the surrounding area continues to develop. Therefore, staff <br />recommends that the applicant be required to provide..above-: <br />grade overpass golf cart crossings for the project at 6th <br />Avenue S.W. and 23rd Street S.W. Public Work's golf cart <br />crossing assessment is contained in attachment 4b. <br />The Planning and Zoning Commission's recommendation <br />Incorporated the applicant's request to provide at -grade, non - <br />electronically signalized mid -block cart crossings. Staff <br />does not agree with the Planning and Zoning Commission's <br />recommendation to require non -electronically signalized <br />crossings. In staff's opinion, at -grade electronically <br />signalized mid -block crossing control- (Option- #3) is the <br />minimum acceptable form of crossing control under certain <br />circumstances. Such electronic signals would be self - <br />actualized, activated by the golf cart occupant, which would <br />activate a stop light signal to halt vehicular traffic. <br />Provision of such signalized crossings could provide an <br />acceptable method of formalized crossing control if--area- <br />motorists respect the signal indications and if -the signals <br />are activated only when a cart needs to make a crossing <br />movement.*.The applicant has indicated that provision of at - <br />grade, electronically signalized mid -block cart crossings may <br />be. acceptable in the future should the non -electronically <br />signalized crossings initially proposed by the applicant <br />(Option #5) prove hazardous or ineffective. However, the <br />applicant is reluctant to agree to providing electronic <br />crossings up front. _ <br />Staff recommends that the Board of County Commissioners <br />require that the applicant provide above -grade card crossings. <br />Should the Board determine that above -grade crossings are not <br />necessary, then staff would recommend that the applicant be <br />required to provide at -grade, electronically signalized mid - <br />block cart crossings. <br />7. ENVIRONMENTAL ISSUES: <br />• Upland Habitat: <br />Since the subject property is greater than 5 acres in size, <br />the project is required to provide for the preservation of <br />on-site upland habitat areas, pursuant to the provisions of <br />Section 929.05. The applicant has determined, and staff <br />concurs, that 74 acres of the site consist of native upland <br />habitat. Compliance with the county's preservation <br />requirement will require that the applicant provide for the <br />preservation of 10 to 15% of the 74 acres of upland habitat. <br />The applicant has acknowledged on the conceptual plan that the <br />project will comply with the preservation requirement. Staff <br />concurs with the applicant that the proposed conceptual plan <br />indicates that the conceptual plan design 'will accomodate <br />satisfaction of the upland habitat preservation requirement on <br />the site. Specific provisions (e.g. delineation of <br />Conservation Easements, etc.) will be addressed during the <br />project's subsequent preliminary PD reviews. <br />• Wetlands: <br />Examination of the subject property indicates that wetland <br />areas exist on the property. The applicant has noted that <br />some wetland areas will be preserved, while othar"s will be <br />altered. The concept plan depicts additional - wetland creation <br />as mitigation for the wetlands alteration. <br />44 <br />4 <br />
