To address the proposed wetlands alteration, the applicant has <br />submitted a functional assessment for the wetlands which <br />indicates that the wetlands to be filled are marginal in <br />natures This assessment has been accepted by the <br />environmental planning staff. Final determinations- _.for.._ <br />preservation and mitigation for the wetland areas will'be <br />addressed during the project's subsequent preliminary PD <br />reviews in which the applicant- will be required to obtain a <br />county wetlands resource permit prior to obtaining a land <br />development permit(s). Environmental planning staff indicate <br />that a wetlands resource permit is issuable for the project, <br />8. REQUIRED IMPROVEMENTS: For the subject property's <br />corresponding RS -6 and RM -6 Zoning Districts, bikeways, <br />sidewalks, and streetlights may be required improvements <br />[911.07(6) a 911.08(6)]. For this project: <br />a. Bikeways: The applicant is not required to provide a <br />bikeway by the County's Bikeway/Sidewalk Plan. <br />b. • Sidewalks On-site: The applicant is required to <br />provide for some type of internal pedestrian circulation <br />system for the project [Land Development Regulations <br />(LDRs) citation 915.17(3)(B)61. The applicant has noted <br />that this requirement will be satisfied by utilization of <br />the project's internal street system, the golf cart <br />paths, and mulch paths proposed to run throughout the <br />project's open space areas. Staff concurs that utilizing <br />these facilities will satisfy the internal circulation <br />--requirements, with the specific design and location_of.._ <br />-the facilities•to be determined during the project's <br />subsequent preliminary PD reviews. <br />• Sidewalks - Off-site: The applicant is required to <br />provide 5' wide public sidewalks along its Thoroughfare <br />Plan designated roadway frontages for 23rd Street S.W., <br />12th Street S.W., 12th Road S.W. and 6th Avenue S.W., as <br />required by the County's Bikeway/Sidewalk Plan and LDR <br />sections 913.09(5)(C)1.A and 915.17(3)(B)6. The <br />Thoroughfare Plan (collector) roadway sidewalks which <br />must be provided via this project application are: <br />•-12th Avenue S.W. - east side <br />• 12th Road S.W. - northeast side ' <br />• 23rd Street S.W. north side, east and west of 6th <br />Avenue S.W. <br />- south side, east of 6th Avenue <br />_ S.W. <br />6th Avenue S.W. - "west side <br />(It should be noted that a sidewalk already exists along <br />the project's eastern 6th Avenue S.W. road frontage, <br />north of 23rd Street S.W. Therefore, the applicant will <br />be.required to provide_. 5' sidewalk along only the west <br />Wide of 6th Avenue S.W.-, north of 23rd Street S.W.) <br />Originally, staff also recommended that a 4' wide local <br />road sidewalk segment should be provided along the <br />Project's frontage on the east side of 6th Avenue S.W., <br />south of 23rd Street S.W., as this portion of 6th Avenue <br />S.W. is classified as a local road. Initially, staff was <br />Of the opinion that this segment would be used as a <br />pedestrian route to Highlands Elementary School. <br />However, after further review by staff of information <br />presented by the applicant and staff field observations, <br />staff now concurs that the segment would not serve as a <br />school access route. Since the overall density of the <br />proposed project and the surrounding Vero Beach Highlands <br />is less than 3 units/acre, the applicant is not required <br />to provide a 4' wide -local road sidewalk under the <br />provisions of Section 913.09(5)(B)3.b of the LDRs. <br />Therefore, staff is no longer recommending that this <br />sidewalk segment be provided. <br />45 <br />E <br />vo�K w i�( <br />DEC V1991 <br />Am <br />
