BOOK 85 <br />The applicant has proposed providing only 4' _wide-__ <br />sidewalks along the following roadway frontages: <br />• 23rd Street S.W. - north side, east and west of 6th <br />Avenue S.W. <br />south side, east of 6th Avenue <br />S.W. <br />• 6th Avenue S.W. - west side <br />The Planning and Zoning Commission's recommendation <br />upheld the applicant's proposal to provide sidewalks only <br />along 23rd Street S.W. and 6th Avenue S.W. with the <br />condition that the sidewalks to be provided must be 5' <br />wide. However, Section 915.20(3)(A) of the Planned <br />Development Ordinance�_requires that plannecL development <br />projects be reviewed and approved under the requirements <br />of the Subdivision and Platting Ordinance, Chapter 913.: <br />Section 915.15 of the Planned Development Ordinance <br />specifies which provisions of Chapter 913 may be waived. <br />The list of possible waivers does not include a waiver <br />from providing required off-site improvements. Sections <br />913.09(5)(B)l and 913.09(5)(C)1 of the Subdivision and <br />Platting Ordinance, which refer to required off-site <br />'improvements, require subdivisions to provide 5' wide <br />sidewalk improvements along the entire frontage -of <br />adjacent roads designated by the thoroughfare plan as <br />-arterials or collector roadways. <br />Neither the applicant's proposal nor the Planning and <br />Zoning Commission's recommendation conform to the adopted <br />LDRs governing the sidewalk requirements applicable to <br />this development project. Staff recommends that the <br />Board require that the applicant provide all 5' wide <br />Thoroughfare Plan sidewalks listed by staff in this <br />report, as required by the LDRs. Lastly, it should be <br />noted that the sidewalk segments can be constructed in <br />phases which are logically tied to the phasing of the <br />project itself. <br />C. Streetlights: The project is required to provide <br />internal and external (e.g. entrance intersections) <br />streetlighting. The applicant has acknowledged this <br />requirement on the submitted conceptual plan. Specific <br />compliance with the requirement will be addressed during <br />the project's subsequent preliminary PD reviews. <br />9. LANDSCAPING AND BUFFERS: The project is required to provide <br />a varied perimeter planned development buffer due to the <br />nature of adjacent and abutting properties. A Type "D" Buffer <br />is required where the project abuts public and private rights- <br />of-way, specifically streets and canals [915.16(2) & (3)]. <br />A Type "C" Buffer is required where the project abuts <br />residentially designated properties [915.16(2)]. Finally, a <br />Type "B" Opaque Buffer is required where the project's golf <br />course maintenance facility is proposed to be located adjacent <br />to a residentially designated area [971.40(3)(d)5]. The <br />applicant has conceptually satisfied these buffer requirements <br />by indicating their locations on the proposed conceptual plan <br />and by providing a typical cross-section of the proposed <br />buffers. (Please see Attachment #5) Formal installation, <br />placement and maintenance of the buffers will be addressed <br />during the project's preliminary PD reviews. <br />10.
