STREET NAME REQUEST: Section 951.05(4)(b) requires that new <br />roadways bear street number designations in order to provide„ <br />for a uniform road addressing and designation system. The <br />applicant has requested the ability to utilize street name <br />designations for the- project roadways. The Planning and <br />Zoning Commission granted the applicant's request to utilize <br />street name designations for the project. Staff requests that <br />the Board reverse the decision of the Planning and Zoning <br />Commission and require. that street number designations be <br />Utilized for the project. <br />Street name designation requests have been approved for <br />subdivision projects located on the barrier island (eq. <br />Seaview Subdivision). This—is due to the predominance of a <br />street name road system that already exists on the barrier <br />island. The area surrounding the subject site contains <br />existing development which utilizes a road system beari-ng <br />street number designations. (Staff acknowledges that. the <br />numbered roadways 23rd Street S.W., 12th Avenue S.W. and. 12th. - <br />Road S.W. bear the common name Highland Drive. However,,:it <br />should be noted that this is the one exception in the area.) <br />The applicant should be required to utilize road number <br />designations for the project in order to maintain the existing <br />pattern of road number designations surrounding the project <br />.site and to be consistent with the provisions of Chapter 951 <br />..Of the LDRs. The road numbering system was established to <br />promote an efficient system to be used by the general public,_ <br />emergency services and the postal service. _ <br />The Director of Emergency Services has.' Indicated that --the <br />Emergency Services Department consistently supports the use of <br />road number designation for new projects. (Please- see <br />Attachment #7.) Therefore, both Planning Division and <br />Emergency Services staff recommend that the applicant's <br />request to utilize street name designations be denied and that <br />the project be required to bear road number designations <br />pursuant to Chapter 951 standards. = <br />13. TRAFFIC IMPACTS: The applicant has submitted a Traffic Impact <br />Study. Initial review by the County Traffic Engineer has <br />indicated that the study appears sufficient, and no revisions <br />will be required. However, the County Traffic Engineer has <br />not yet completed a final review of the study, as it was <br />received separately from and later than the general plan <br />submission. <br />The study will determine what, if any, traffic improvements <br />must be provided by the applicant for the project. Prior to <br />approval of any subsequent preliminary PD plan, the applicant <br />must obtain the county Traffic Engineer's approval of the <br />study and make any revisions required by the County Traffic <br />Engineer. Any traffic improvements identified in the final <br />approved study must be provided as specified in the approved <br />study. The applicant understands and agrees that the <br />completed traffic study will determine the required traffic <br />improvements which will be applicable to the project. <br />14. CONCURRENCY MANAGEMENT: A Conditional Concurrency Certificate <br />for the project has been issued by the Long Range Planning <br />Division. Prior to obtaining a land development permit for <br />any subsequently approved preliminary PD phase, the applicant <br />will be required to obtain a corresponding Initial Concurrency <br />Certificate. _ <br />48 <br />
