Termination of Contract with CONTEL;_and Budget Amendment _ <br />.It is respectfully requested that the information contained herein beE- <br />liven formal consideration by the Board of County Commissioners at <br />the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS <br />..On 'January •'31, 1989, Indian River County entered into a five year <br />:..lease -contract with CONTEL to 'provide National Oceanic " and <br />..Atmospheric Administration (NOAA) weather wire information' -which <br />'included the Weatherstream 2000 plan. In another letter dated November 13, 1991, CONTEL <br />FEDERAL- <br />SYST <br />EMS GTE .. <br />advised that effective March 14, 1991, CONTEL was <br />....... •...v -%#""16V wao ruGiucr 4M3*0a1Wuea LO Villi %*JVl AnX4ZAW <br />'.`.SYSTEMS CORPORATION. CONTEL was contacted by phone on December 6, <br />1991, and the company was advised the county did not consent,to an <br />;assignment of the contract and that the county intended to terminate <br />the contract. <br />The letter received on September 29, 1991, had a significant. -impact <br />on Indian River County. While the company stated that GTE/CONTEL had <br />been working on a replacement software package with Marta Systems of <br />Santa Paula, California, the county was informed with one day's <br />notice that no support or maintenance would be available. The <br />company notified us that if we had substantial in-house UNIX <br />capabilities and the WXBase software package still met our needs, we <br />could continue to use the system without CONTEL support or <br />=assistance. <br />When staff checked with MARTA SYSTEMS, the service was not what was <br />desired. - Also the weather dish, receivers, controllers, and computer <br />equipment currently leased from CONTEL"would not support the software <br />package they were offering. Additionally, if the department wanted <br />the weather wire and the data services through this company, the <br />county would be required to have two separate systems with costs that <br />staff could not recommend. -- <br />68 <br />
