ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />the closing of 4th Street between 27th Avenue and 43rd <br />Avenue, from 9:30 A.M to 10:30 A.M., for the purpose of <br />a "School Community Walk", subject to the provisions as <br />set out in the above staff recommendation. <br />D. Reguest for Floodplain Cut and Fill Balance Waiver for IRC <br />Dept. of Utilities Sewage Improvement Project at Blue Cypress Lake <br />The Board reviewed the following memo dated 12/19/91: <br />TO: James Chandler <br />County Administrator <br />THROUGH: James W. Davis, P.E.0 <br />Public Works Director <br />and <br />Roger D. Cain, P. <br />County Engineer <br />FROM: David B. Cox, P.E- 4 <br />Civil Engineer <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for <br />Indian River County Department of Utility Services Blue. <br />Cypress Lake Community Sewage Improvement Project <br />SP -MI -91-08-43 <br />DATE: December 19, 1991 <br />DESCRIPTION AND CONDITIONS <br />The Public Works Department is requesting a waiver of the 100 year <br />floodplain cut and fill balance requirement for the subject project <br />on behalf of the County Department of Utility Services. The <br />project is located on the east side of Blue Cypress Road one-half <br />mile south of the unplatted Blue Cypress Fishing Club Subdivision. <br />It is proposed to fill a 3.28 acre parcel for the project's waste <br />water treatment plant, regrade existing ditches, and build a new <br />berm, all located within Flood Hazard Zone AE of the 100 year <br />floodplain. The proposed floodplain displacement is estimated to <br />be 28,000 cubic yards. The site plan received approval from the <br />Planning & Zoning Commission on September 26, 1991, including the <br />following condition: <br />1) That prior to site plan -release, the applicant shall obtain a <br />"Type B" stormwater management permit which will include a <br />plan to balance cut and fill. <br />Due to the high water table conditions associated with the native <br />_ soils of the St. Johns Marsh, it would be impossible to provide for <br />an on-site cut and fill balance. For this reason a new waiver <br />criteria was added to the Stormwater Management and Flood <br />Protection Ordinance as Section 930.07(2)(d)3. in the Land <br />JAN 07 1992 <br />
