I <br />felt the name Rosewood is unique to that particular area and would <br />cause no problem on the 911 emergency system. <br />Mr. Nyland stated he had applied for the preliminary plat <br />approval on November 12. He received a letter stating the approval <br />had been granted, P & Z approved the use of street names, and the <br />County staff had the option to appeal. There was no further <br />communication until January 6, which was a phone call to Carter and <br />Associates. In the meantime, he continued with his plans for the <br />subdivision, which included the printing of the brochures. <br />Chairman Eggert asked Mr. Nyland whether he made inquires <br />after he received the November letter stating staff could appeal <br />the P & Z decision. <br />Mr. Nyland explained he did not inquire about any further <br />action by staff because he was involved with his construction <br />plans. <br />Director Keating said he had been waiting for Board action on <br />the Indian River Country Club subdivision, which happened at the <br />December 17 Board meeting. At that time he understood Rosewood <br />Court's streets were to have dual designations, which staff felt <br />could be accommodated, but then staff received notice from the <br />Postal Service that they could not accommodate dual designations. <br />Staff's appeal did not delay any aspect of preliminary plat <br />approval. Mr. Keating also noted that the Board has, the ability to <br />change the street designation at any time. <br />Commissioner Scurlock concurred that, theoretically, the Board <br />can change the designations on the grid system; there is no <br />absolute assurance of street names. However, he felt staff's <br />appeal was not timely. <br />Chairman Eggert pointed out that the applicant was on notice <br />in November. <br />Mr. Nyland clarified that more was involved than the <br />brochures. There was a complete concept to be structured and <br />marketed. They placed ads in newspapers and planned to take <br />advantage of the sales season. He said construction is to begin in <br />eight to ten weeks. Mr. Nyland said he had met with EMS people as <br />well as the mail service who said there would be no problem with <br />name designations. <br />It was determined that no one else wished to be heard and the <br />Chairman closed the public hearing. <br />17 <br />,, <br />JAN 14 19 POR 8b F:1,c42t, <br />
