Traffic Circulation: The project is currently accessed from <br />27th Avenue and 13th Street. The applicant will be improving <br />these two access driveways in conjunction with this <br />construction project. A 22' wide driveway will be paved to <br />27th Avenue, and two one-way drives will be paved to 13th <br />Street. The circulation plan has been approved by the public <br />works department. <br />B. Off -Street Parking Required: 100 spaces <br />Provided: 101 spaces <br />The plans reviewed by the Technical Review Committee (TRC) <br />depicted paved driveways throughout the site's northern <br />parking lot. Subsequent to the plan being reviewed by the <br />TRC, the applicant indicated that it may want to exercise the <br />option available to churches (considered infrequent uses) to <br />not pave any of the northern parking lot driveways. Prior to <br />being able to exercise this non -paving option, the applicant <br />must submit revised plans pursuant to LDR section 954.08(4) <br />indicating an acceptable parking area cross-section showing an <br />acceptable non -paving wearing surface option. The revised <br />plans must be approved by the public works department prior to <br />site plan release. Such plan revisions may be approved by <br />staff without further review by either the Planning and Zoning <br />Commission or the Board of County Commissioners. <br />The project's handicap spaces are proposed within the northern <br />parking lot. If the non -paving option is used, the applicant <br />must ensure that a handicap access plan meeting the criteria <br />of F.S. 553.48 is provided prior to site plan release. <br />9. Stormwater Management: The Stormwater Management Plan has <br />been approved by the Public Works Department. <br />10. Landscape Plan: The landscape plan is in conformance with <br />Chapter 926 and includes a type "C" buffer along the south and <br />east property lines as required by the applicable specific <br />land use standard. <br />11. Utilities: The site will be serviced by City water and sewer <br />services. The City Utilities department has indicated <br />existing capacity is available. <br />12. Dedications and Improvements: Twenty-seventh Avenue is <br />classified as a major arterial on the County's thoroughfare <br />plan which requires 130' of right-of-way. Currently, 27th <br />Avenue has a right-of-way width of 80' - 90' along the subject <br />site's frontage. Twenty-seventh Avenue is a State Road and <br />the public works department does not want to purchase <br />additional 27th Avenue right-of-way at this time. The <br />project design makes provisions for the future right-of-way <br />purchase so that no nonconformities will be created when the <br />additional right-of-way is purchased in the future. <br />25 <br />JAN 4' 092 <br />
