ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously scheduled <br />a public hearing for Tuesday, February 18, 1992, at 9:05 <br />o'clock A.M. to consider an ordinance adopting the new <br />editions of the Standard Building Code, as recommended by <br />staff. <br />H. Keating, AICP tfAl/< <br />Community Development Director <br />DATE: January 15, 1992 <br />SUBJECT: PROPOSED AMENDMENT TO COMPUTER CONSULTANT <br />CONTRACT <br />It is requested that the information herein presented be given <br />formal consideration by the Board of County Commissioners at their <br />regular meeting of January 21, 1992. <br />DESCRIPTION & CONDITIONS <br />In March of 1990, the County entered into a contract with Tindale - <br />Oliver & Associates, Inc. to develop an automated development <br />review/building permitting/concurrency management system. For the <br />next year, Community Development Department staff worked with the <br />consultant to develop the system. After final adjustments and <br />interim usage, the system was implemented in May of 1991. Since <br />that time, the system has been used by Community Development <br />Department staff with links to Engineering, Traffic Engineering, <br />Utility, and Environmental Health staffs. <br />During system development, provisions were made to provide links to <br />the City of Vero Beach and the Town. of Indian River Shores. In <br />fact, both municipalities agreed to financially participate in <br />system development costs. As of this time, these links have not <br />been fully implemented. However, because the County issues <br />building permits for the City of Vero Beach, the system has <br />captured applicable Vero Beach data since system installation. <br />Recently, county and city staff finalized procedures for providing <br />city staff access to the system. It is anticipated that access <br />provisions will soon be finalized with the Town. <br />In developing the automated development review and concurrency <br />management system, staff realized that participation by the City of <br />Sebastian would also be beneficial. Not only would such <br />participation provide for the capture of information necessary to <br />maintain an accurate database for concurrency management functions, <br />but participation would also enhance city/county coordination on <br />growth management issues generally. Accordingly, county staff <br />coordinated with City of Sebastian staff regarding system <br />participation. <br />9 <br />JAN dUBOOK <br />199 <br />
