Chandler, <br />FROM: Bob <br />DATE: February 12, A92 <br />of oSeisure Services <br />RE: BIDS FOR SANDRIDGE GOLF COURSE/SECOND 18 <br />The low bidder was Prince Construction Co. with a bid of <br />$1,970,884.65. 1 Pursuant to page 16 of the bid documents, <br />Technical Specifications, I investigated the low bidder to determine the <br />ability of the bidder to perform the work in a competent and timely <br />fashion. My investigation consisted, among other things, of contacting <br />management of 5 golf courses completed by Prince in the past several <br />years. The decisional question asked was "Would you rehire?" The <br />responses to this question were as follows: <br />1. Tatum Ridge Golf Course <br />Tom Hilferty <br />(813) 378-4653 <br />2. Metro West <br />Louis Seybold <br />(407) 299-8800 <br />No <br />Yes <br />Yes <br />No <br />Yes <br />The Tatum Ridge course was not completed on schedule. Originally <br />scheduled to open in the Fall of 1988, it was opened for play in April <br />1989. Prince in this particular case was the low bidder by <br />approximately $60,000-00. The Superintendent was not sure of the <br />exact figure of final costs but he stated it was many times over the <br />difference between the low bidder and the second low bid. The <br />Country Creek Golf Course experienced problems with irrigation and <br />drainage. <br />In view to the foregoing, I felt that it would be in the public interest <br />to investigate the second low bidder. The second low bid was in the <br />amount of $1,997,253.29. 1 It was submitted by Guettler & Sons, Inc. <br />I used the • same investigative method with 'the second low bidder as I <br />did with the low bidder. As before, the decisional question asked was <br />"Would you rehire?" The responses to this question were as follows: <br />I.
