In addition, none of the persons interviewed on the Guettler projects <br />experienced any problems with the work. All of the projects were <br />completed in a timely manner. I note in passing that Golfweek of <br />February 8, 1992, pages 35 and 36, in a survey ."of 250 of the nations <br />leading golf course architects" voted Guettler Construction one of the <br />top four golf course builders in the nation. <br />In view of the foregoing, I do not feel that it would be in the public <br />Interest to award the contract to the low bidder. The second low <br />bidder is eminently qualified and the award to this bidder appears to be <br />In the public interest. Additionally, it should be noted that the bid <br />specifications provide that " preferential consideration in awarding the <br />contract for construction Sandridge Golf Course - 112 and 18" may be <br />given to a golf course contractor who exceeds this criteria." (Three <br />golf courses within three years) Guettler's recent golf construction <br />efforts far exceed Prince and far exceed the County's minimum <br />qualifications and, therefore, I recommend that a preference be given to <br />Guettler .under this provision. <br />County Attorney Vitunac asked, and Mr. Komarinetz confirmed <br />that he had spoken with Mr. Prince as recently as the morning <br />before the meeting and there was no new information that would lead <br />to a change in the recommendation. <br />County Administrator Chandler said he also met that morning <br />with Mr. Prince and his attorney, Chester Clem, and there was no <br />change in his position. <br />Discussion continued along this line with Commissioner <br />Scurlock and Commissioner Bird stating they had met with Mr. Prince <br />and his attorney prior to the meeting. <br />Attorney Chester Clem, representing Chester Prince and Prince <br />Contracting Co., came before the Board and stated he had met with <br />everybody and talked to everybody on staff on the telephone or <br />personally in an effort to share information.
