M <br />a shock to Mr. Prince, who is the low bidder. He wanted to be sure <br />staff's recommendation was not based on something erroneous or not <br />factual. He distributed a packet to the Board members showing the <br />projects Prince Contracting has done. He felt the problem seemed <br />to boil down to Tatum Ridge Golf Course. Mr. Clem admitted there <br />had been a problem at Tatum Ridge Golf Course but that the end <br />result was that Mr. Prince's firm was awarded $195,986, less a <br />setoff of $10,000. Mr. Prince also was awarded $1600 for service <br />performed over and above the contract, plus the cost of arbitration <br />and attorneys' fees. So, there had been a problem and it had been <br />resolved in favor of Prince. He felt getting information over a <br />telephone from possibly a disgruntled person could lead to a <br />misunderstanding of the facts. Mr. Clem felt if that was the basis <br />for the decision, it was a mistake by the County because Prince <br />Construction Company is a $20 million bondable company and does <br />excellent work. <br />County Administrator Chandler reported that the day before <br />this meeting, Mr. Prince suggested staff talk to the architect on <br />the job at Tatum Ridge, but Mr. Komarinetz spoke to that architect <br />a week ago. Staff's recommendation was based on other information <br />as well. Country Creek Golf Club commented that they were <br />satisfied with the architect but would not recommend the <br />contractor, Prince Construction, and that was at a point before <br />staff discussed specific bidders. <br />Administrator Chandler and Commissioner Scurlock commented on <br />a situation at a golf course in Sarasota, and Mr. Clem argued that <br />it should not be discussed because it had not been a basis for <br />staff recommendation. <br />Administrator Chandler agreed it had not been a basis for the <br />recommendation. <br />Chairman Eggert asked what transpired during the conversation <br />with the architect at Tatum Ridge. <br />Mr. Komarinetz stated that Mr. Prince sent a memo suggesting <br />that Ted McAnlis was a professional, knowledgeable person at Tatum <br />Ridge and was also the architect. Mr. Komarinetz called on <br />February 12 to speak to the architect, and received information <br />that there had been problems with Prince Construction related to <br />removing the superintendent from the job and the owner had to <br />correct or complete a list of items. <br />Chairman Eggert did not understand how that related to the <br />arbitration. <br />Attorney Clem explained that the arbitration involved the <br />claims of Tatum Ridge and that those claims had been resolved in <br />favor of Prince except for a $10,000 setoff.
