F' -Y 'u m <br />had been awarded $1600 for grassing, plus attorneys' fees and costs <br />of arbitration. <br />Commissioner Bird explained the basis for his second to the <br />motion to support staff's recommendation is the clause in the bid <br />documents which allows preferential consideration to a contractor <br />who exceeds the criteria. The criteria in this situation was <br />construction of three 18 -hole golf courses within three years. He <br />felt Guettler's qualifications exceed the bid document <br />requirements, while Prince had a minimum amount of activity in the <br />last three years, and there had been some problems on those <br />courses. Commissioner Bird stated Guettler has done several golf <br />courses in Florida during the last three years, including the first <br />18 holes at Sandridge and had completed that project very <br />satisfactorily. <br />Chester Prince came before the Board and stated he was not <br />really sure of the exact number but it's about 30 golf courses in <br />the last few years. He explained that the Tatum Ridge Golf Course <br />was under construction during a time when they had in excess of a <br />100 -year flood in Manatee County. He said in 1988 there were 32 <br />golf courses being built in Florida and Prince Construction was <br />doing 8 of them and there was movement of personnel from one site <br />to another. Mr. Prince stated that some of the comments received <br />over the telephone were never brought up during arbitration, and he <br />felt the arbitration documents contained the real facts of the <br />matter. Mr Prince said he represented Prince Contracting Company <br />as owner and operator and has been involved in every golf course <br />his company has done. He said 1991 was a disappointing year but <br />through it all they had retained their personnel. They came to <br />view the project in Indian River County and bid and are ready with <br />equipment poised to go to work. Mr. Prince asked the Board to <br />consider the legitimate low bidder who is qualified to do the work. <br />He promised to give the project his personal attention, bring it in <br />on time and within budget. He said if word goes out through the <br />golf course industry that Prince Contracting was the low bidder on <br />a job in Indian River County but the County chose the second <br />bidder, his reputation would take a big hit. <br />Chairman Eggert asked for clarification of Mr. Prince's golf <br />course construction activities within the last three years since he <br />stated he had not done any golf courses in the last year. <br />Mr. Prince stated that the bid documents called for complete <br />18 -hole golf courses. While Prince did not construct full 18 -hole <br />golf courses, there had been several projects, as listed in his <br />letter to the Board, as well as reshaping, irrigation, and <br />remodeling.
