Chairman Eggert asked about maintenance on these roads, and <br />Public Works Director Jim Davis stated this area is on the grader <br />route with the exception of the north side of 56th Avenue, which is <br />an unopen right-of-way and is not graded. <br />Chairman Eggert clarified, and staff confirmed that in 1986 <br />51% of the residents petitioned for this paving. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter. <br />Godfreye Gipson, president of the homeowners' association and <br />owner of Lots 3 and 4 in Ranch Estates Subdivision, -came before the <br />Board and explained that the petition was submitted 6 years ago <br />when economic times were,better. The residents have been trying to <br />get on the agenda and were told by staff that this project was on <br />line. The residents have questions about how the formula for <br />assessment was arrived at and have not been able to get any of the <br />officials to meet for discussions. They were unhappy about <br />excluding the north side of 56th Avenue from the paving project <br />because it is the worst road in the subdivision. Many of the <br />residents have been laid off from work and Mr. Gipson submitted a <br />petition signed by 98% of the lot owners asking that this project <br />be postponed. <br />Commissioner Wheeler asked, and Mr. Gipson affirmed that he <br />had tried to call staff several times to set up a meeting and was <br />told there would be only this meeting this morning at this public <br />hearing. <br />Chairman Eggert noted that the petition in 1986 represented 35 <br />of 63 lots, which was approximately 503%, and she asked whether <br />anybody went back to the owners recently to see if anything had <br />changed. <br />Public Works Director Jim Davis advised that once a petition <br />is received, the project is placed on the list and we do not <br />periodically communicate with the property owners. <br />Mr. Gipson maintained that the property owners tried to <br />communicate with staff and received no information about any right- <br />of-way problems with the project. <br />Commissioner Scurlock was concerned about the length of time, <br />the apparent miscommunication, and the need for revalidation of the <br />petition, and suggested the item be tabled to allow an opportunity <br />for all parties to clear up the problems and resubmit this item to <br />the Board. <br />Leonard Wilson, owner of Lots 7 and 8, Block 2 of Ranch <br />Estates Subdivision, clarified that if there were a- right-of-way <br />29 <br />BOOK p r,°°,uc � ,j <br />
