- M <br />Right now -the traffic is a hazard for the local residents. Mrs. <br />Bonnah realized that a 17.12 -foot strip of land is just a sliver - <br />compared to the acreage involved, but the residents do not want the <br />commercial traffic and noise any closer to their bedroom windows. <br />She was surprised to hear that the developer is going to be allowed <br />to use the 300 -foot buffer as stormwater management and green space <br />for the proposed shopping center. It seemed to her that the County <br />gives the developer every consideration while giving little to the <br />residents. Mrs. Bonnah advised that she is circulating a petition <br />opposing the rezoning throughout the neighborhood and the residents <br />are very upset about another bite coming off of the residential <br />buffer. She asked the Board to protect their property. <br />Commissioner Wheeler asked, and Director Davis confirmed that <br />we need to complete our right-of-way acquisition in that location <br />so that if we need to expand Rings Highway and add left turn lanes <br />we will have the ability to do that. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, the Board unanimously <br />declined the proposed Right -of -Way Agreement and <br />authorized staff to negotiate to acquire the right- <br />of-way without contingency and submit a contract for <br />approval by the Board. <br />Chairman Eggert surmised it would be up to the developer to <br />pursue rezoning. <br />Attorney Collins stated they cannot process a rezoning without <br />a Comp Plan amendment. <br />Commissioner Bird felt that the proposed site plan allowing <br />that RM -6 parcel to be used for stormwater retention and green <br />space is preferable to a possible multi -family use that would give <br />the residents a view of a large apartment building. <br />Mrs. Bonnah pointed out that in her conversation with the <br />representative of the developer,, he mentioned that there will be <br />about an acre not needed for green space and asked if she would <br />like to see an apartment building there. Mrs. Bonnah told him the <br />residents thought professional office space would be appropriate <br />for that area. It seemed to her that if a developer sees a little <br />open space they immediately want to fill it up. <br />Commissioner Bird understood that it was a matter of economics <br />and while the developer will comply with the County's green space <br />requirement, it does not mean they will be nice guys and commit any <br />more land to green space than necessary. <br />57 <br />non <br />FES 25 1992 <br />
