would be the County's responsibility but any minor maintenance, <br />repairs, upkeep or interior remodeling would be the responsibility <br />of the Coalition. <br />Commissioner Bird asked about air conditioning, and Mr. Muller <br />advised that there is a master unit for the bulk of the building <br />and a subunit for the area which is designated as the drop-in <br />center that is independent of the major unit, and he is asking the <br />County to check out the systems for assurance that they are in good <br />operating condition, and the Coalition will take it from there. <br />Chairman Eggert asked about outside painting and pest control, <br />and Mr. Muller confirmed those are the responsibility of the <br />Coalition. <br />Commissioner Bird commented that the $2 versus $3 per square <br />foot rental is a difference of about $6,000 a year. While he <br />realized these agencies work on a limited budget, he felt that $3 <br />per square foot rental is more reasonable for the value of the <br />building and the County's investment in the building and property, <br />and is more comparable to market rent. He recognized these are <br />charitable, non-profit organizations but there are other such <br />agencies out in the County that are leasing space at close to <br />market rent. <br />Mr. Muller responded that the rental is for the total building <br />but this building is only about 65 to 70 percent efficient. About <br />25 percent of the space is absorbed in corridors or restrooms, <br />which is unavoidable in any building, but along with all the <br />maintenance and operating expenses, it adds dollars per square <br />foot, making it equal to other facilities without any waste space. <br />Only 10 percent of the space will be for the Coalition and 90 <br />percent of the usable area is for the other agencies. <br />Attorney Collins stated there were other points which were <br />brought up by Mr. Muller after the lease was drafted. The proposed <br />resolution lists the non-profit groups that would be subtenants in <br />this facility and included in the list is the Ministerial <br />Association of Indian River County. However, they would not be <br />subtenants but would only use the conference room once a month. <br />The Coalition asked that a group called Voluntary Action Center be <br />added to that list of subtenants. The Coalition also requested the <br />addition of the phrase, "plus other related non-profit agencies, <br />subject to prior approval by the County, 11 but Attorney Collins felt <br />that language is too open-ended. Furthermore, the lease provides <br />that it can be amended by written agreement of both parties if they <br />want to substitute tenants. <br />Attorney Collins addressed the subject of the first year's <br />rent.
