APR ® Z 1992 Roos 85 r'.,A J55 <br />To partially subsidize the County's transportation disadvantaged <br />planning activities, the state Transportation Disadvantaged <br />Commission awarded the county a, planning grant on November 27, <br />1990. This grant will expire on March 31, 1992. <br />As part of its planning grant responsibilities, the county was <br />charged with development of a Coordinated Transportation <br />Disadvantaged Development Plan for a five year planning horizon. <br />In preparing this plan, the county assessed the existing <br />transportation disadvantaged services provided in the County and <br />determined the existing and projected unmet transportation <br />disadvantaged service needs. This was accomplished by analyzing <br />the county's past and present demographic characteristics as well <br />as reviewing financial and operational data from agencies providing <br />transportation disadvantaged services. A copy of the plan has <br />been put on file in the Board of County Commissioners office. <br />On March 19, ' 1992, the Transportation Disadvantaged Local <br />Coordinating Board (TDLCB) reviewed and approved the Coordinated <br />Transportation Disadvantaged Development Plan. In order to meet <br />the March 31, plan submittal deadline, the TDLCB authorized staff <br />to transmit the plan to the Transportation Disadvantaged Commission <br />for their review. While planning grant provisions only require <br />that the coordinated development plan be approved by the TDLCB, the <br />local coordinating board recommended that the Board of County <br />Commissioners, in its capacity as the Designated Official Planning <br />Agency (DOPA), officially approve the plan and its transmittal to <br />the TDC. <br />ALTERNATIVES & ANALYSIS <br />The Coordinated Transportation Disadvantaged Development Plan <br />addresses a five year planning period, from 1991 to 1995. Not only <br />does the plan address needs, it also establishes objectives and <br />identifies annual actions for each of the next five years. Most of <br />these actions relate to the County's Community Transportation <br />Coordinator (CTC) and the Local Coordinating Board. <br />As indicated in the plan, the need for transportation disadvantaged <br />services substantially exceeds the supply. Because of limited <br />resources, the coordinator and providers are unable to meet demand. <br />The plan proposes to address unmet need through several means. <br />Foremost among these is to reduce the cost of trips by increasing <br />efficiency. This will involve more ridesharing, coordination among <br />providers, and adherence to operating procedures. Also proposed is <br />a service charge for non -transportation disadvantaged trips. The <br />plan, as proposed, does not require an increase in funding by the <br />Board of County Commissioners. <br />The HCC/DOPA has several alternatives with respect to the draft <br />plan. The Board can either approve the transmittal of the plan as <br />submitted, approve transmittal of the plan with revisions, or deny <br />the transmittal of the plan to the State of Florida Transportation <br />Disadvantaged Commission (TDC). Staff feels that the plan <br />adequately identifies and addresses the County's transportation <br />disadvantaged service needs and should be transmitted. <br />RECOMMENDATION <br />The TDLCB and staff recommend that the Board of County <br />Commissioners, acting as the Designated Official Planning Agency, <br />approve the coordinated transportation disadvantaged development <br />plan, authorize the chairman to execute the attached resolution <br />transmitting the plan to the State of Florida Transportation <br />Disadvantaged Commission, and direct the staff to transmit the <br />plan. <br />
