Community Development Director Robert Keating noted that this <br />may be one of the last actions the Board takes in this capacity <br />because as soon as the Governor establishes a Metropolitan Planning <br />Organization (MPO), State requirements dictate that the MPO becomes <br />the designated official planning agency for transportation <br />disadvantaged activities. Most, if not all, of the Commissioners <br />would be members of the MPO, however. Staff estimates there are <br />approximately 25,000 transportation disadvantaged persons in this <br />county, and this number generally is consistent with other <br />counties. <br />Director Keating advised that staff worked a long time on the <br />preparation of this plan and worked closely with the Council on <br />Aging, which is the community transportation coordinator for the <br />county and actually is responsible for the provision of many of the <br />transportation disadvantaged trips or the brokering of those trips. <br />The plan itself identifies some of the barriers currently in place <br />that do not allow transportation disadvantaged needs to be met, <br />such as lack of funding, coordination, objectives_ and certain data. <br />Building on those identifications, the plan also identifies a <br />number of specific objectives relating to transportation <br />disadvantaged service provision in the future. A few of the <br />recommendations are that the Council on Aging institute a surcharge <br />so that they can recover some of their administrative cost in this <br />process; that -the Council on Aging specifically adhere to their <br />operating procedures; that the Council on Aging establish a <br />screening mechanism to make sure that everyone being provided free <br />transportation through the transportation disadvantaged funds <br />qualifies for that. <br />MOTION WAS MADE by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, that the Board adopt Resolution <br />92-55, approving the transmittal of the IRC Coordinated <br />Transportation Disadvantaged Development Plan to the <br />State Transportation Disadvantaged Commission for their <br />review. <br />Under discussion, Chairman Eggert asked if it is no longer <br />true that' if the Council on Aging charges a fee they would have <br />trouble getting some of their major grant money, and Commissioner <br />Bowman advised that is no longer true and that they are <br />recommending fare boxes. <br />THE CHAIRMAN CALLED FOR THE QUESTION.
