Chandler <br />County Administrator <br />DEPARTMENT HEAD CONCURRENCE <br />Robert M. eat g, CP <br />Community Deve opm nt Director <br />FROM: Sasan Rohani S • (Z. . <br />Chief, Long -Range Planning <br />DATE: April 10, 1992 <br />ponK 86 PAU' dS . <br />RE: TRANSPORTATION DISADVANTAGED PLANNING GRANT PROGRESS <br />REPORTS A REIMBURSEMENT INVOICES <br />FIRST YEAR PLANNING GRANT INVOICE #4 <br />SECOND YEAR PLANNING GRANT INVOICE #1 <br />It is -requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their regular <br />meeting of April 28, 1992. <br />DESCRIPTION AND CONDITIONS <br />On May 8, 1990, the Board of County Commissioners (BCC) approved <br />the transmittal of the county's application to the state to become <br />the local Designated Official Planning Agency (DOPA) for the <br />provision of transportation disadvantaged planning activities in <br />the area. In its capacity as the DOPA, the Board of County <br />Commissioners is responsible for coordinating transportation <br />disadvantaged resources in the county. <br />On August 28, 1990, the BCC/DOPA approved the transmittal of a <br />first year Transportation Disadvantaged Planning Grant application <br />to the state. The first year planning grant was subsequently <br />executed by the state and the BCC/DOPA on November 27, 1990. The <br />second year planning grant was approved on November 20, 1991. <br />As part of the Transportation Disadvantaged Planning .Grant contract <br />between the DOPA and the State of Florida Transportation <br />Disadvantaged Commission (TDC), quarterly progress reports and <br />reimbursement invoices must be submitted to the TDC for their <br />review. To comply with the TDC's requirement of submitting <br />quarterly progress reports and invoices, staff has prepared <br />progress reports and invoices for the January 1, 1992 to March 31, <br />1992 period. <br />While the first year planning grant has been extended until March <br />31, 1992, the second year planning grant began January 1, 1992. <br />Consequently, the grants have been running concurrently for the <br />past three months. For that reason the staff has prepared two <br />invoices and progress reports. The timeframe for both invoices and <br />progress reports is January 1, 1992 to March 31, 1992. For the <br />first planning grant, the invoice and progress report represents <br />the 4th and final submittal. For the second planning grant, the <br />invoice and progress report represents the initial submittal. <br />On April 16, 1992, the Transportation Disadvantaged Local <br />Coordinating Board (TDLCB) reviewed and approved the attached <br />Progress reports and invoices. At that time, the TDLCB recommended <br />that the Board of County Commissioners, in its capacity as the <br />transportation disadvantaged program DOPA, approve the attached <br />Progress reports and invoices and forward these to the TDC. <br />8 <br />
