SPR 281992 <br />a <br />-Water <br />The site is located within the North County Water Service Area. <br />Since the North County Water Plant has not been built yet, this <br />area is served by the South County Water Plant. A review of the <br />water capacity in that plant indicates a remaining capacity of <br />approximately 4 million gallons per day. With the most intense use <br />under the proposed land use designation, the subject property will <br />have a consumption rate of 48 Equivalent Residential Units (ERUs), <br />or 12,040 gallons per day. This is based upon the level of service <br />standard of 250 gallons per ERU per day. Since no ERUs have been <br />reserved as of the present time, the applicant has entered into a <br />developer's agreement with the county which states that the <br />developer agrees to pay his impact fees and connect to the county <br />system at. the time of development or to expand county water <br />facilities or pay for the expansion if capacity is not available at <br />the time of site development. This is consistent with Future Land <br />Use Policy 2.7 which requires development projects to maintain <br />established levels of service. <br />-Wastewater <br />Wastewater generation for 48 units on the subject property will be <br />approximately 48 Equivalent Residential Units (ERUs), or 12,040 <br />gallons per day. This is based on the county's adopted level of <br />service standard of 250 gallons per ERU per day. County wastewater <br />service is available to the site from the Central Wastewater Plant <br />(Gifford). The Central Wastewater Plant has an available capacity <br />of 565,000 gallons per day. Since no ERUs have been reserved as of <br />the present time, the applicant has entered into a developer's <br />agreement with the county which states that the developer agrees to <br />pay his impact fees and connect to the county system if capacity is <br />available at the time of development or to expand county wastewater <br />facilities or pay for the expansion if capacity is not available at <br />the time of site development. With these conditions, the utility <br />concurrency test has been met for the subject request. <br />-Solid Waste <br />Solid waste service includes pickup by private operators and <br />disposal at the county landfill. Solid waste generation by <br />approximately 48 units of residential development on the subject <br />site will be approximately 76.80 waste generation units (WGUs), or <br />227.52 cubic yards of solid waste per year. This is based upon the <br />level of service standard of 2.37 cubic yards per capita per year. <br />A review of the solid waste capacity for the active segment of the <br />county landfill indicates the availability of more than 900,000 <br />cubic yards. The active segment of the landfill has a 4 -year <br />capacity, and the landfill has expansion capacity beyond 2010. <br />Based upon staff analysis, it was determined that the county <br />landfill can accommodate the additional solid waste. <br />-Drainage <br />All developments are reviewed for compliance with county stormwater <br />regulations which require on-site retention, preservation of <br />floodplain storage and minimum finished floor elevations. In <br />addition, development proposals will have to meet the discharge <br />requirements of the county Stormwater Management Ordinance. The <br />subject property is located within the M-1 Drainage Basin. No <br />discharge rate has been set for this basin by the county. Since <br />the site is located within the Indian River Farms Water Control <br />District, development on the property will be prohibited from <br />discharging any run-off in excess of two (2) inches in a 24 hour <br />period, which is the approved Indian River Farms Water Control <br />District rate. <br />28 <br />
