In November 1989, Grand Harbor representatives met with county staff <br />to negotiate an equivalent cash contribution to upgrade an off-site <br />shelter for use by Grand Harbor residents. County staff then took <br />their recommendation to the Board of County Commissioners who <br />approved the final agreement. The development order provided for a <br />total of $90,000 with a $50,000 installment payable before issuance <br />of Certificate of Occupancy No. 301 and the $40,000 balance is due <br />before Certificate of Occupancy No. 11201 is issued unless the <br />Director of Emergency Services determines the off site shelter <br />capacity is inadequate. <br />The agreement also provided for Grand Harbor to donate 1.1 acres of <br />land at the northwest corner of the intersection of Indian River <br />Boulevard and 45th Street for an Emergency Services provider station. <br />The $50,000 installment has been received and the real property has <br />been conveyed to the County. <br />On April 21, 1992, the Board of County Commissioners approved funding <br />totaling $28,889 for the purchase of an emergency generator to be <br />installed at Gifford Middle Seven School in a joint venture with the <br />School District. The Board also approved funds included in the above <br />amount for engineering fees and modification of the facility to <br />upgrade it to an emergency shelter for use by Grand Harbor residents <br />and other citizens in the area. A portion of the funds received by <br />the County are now needed by the Red Cross to meet standard <br />requirements for an emergency shelter. <br />ALTERNATIVES AND ANALYSIS <br />The Red Cross is an integral part of any emergency shelter operation <br />during natural or manmade disasters. Staff from the Red Cross also <br />participated in negotiations with county staff and representatives <br />from Grand Harbor relating to the off site shelter. The Red Cross is <br />now requesting $6,500 of the revenue received from Grand Harbor to <br />prepare, equip and stock certain items in the shelter prior to the <br />hurricane season. <br />A balance of $21,111 remains in the DRI account. If the Board <br />approves the Red Cross request for $6,500, a balance of $14,611 will <br />remain for future use as the Board may deem appropriate. <br />RECOIr MNDATION <br />Staff feels the request as stated by the Red Cross for $6,500 for use <br />by the Red Cross is fair and justified to prepare the emergency <br />shelter. Therefore, staff recommends that the Board of County <br />Commissioners approve the requested funding. <br />Commissioner Scurlock asked for clarification, and Emergency <br />Services Director Doug Wright confirmed that the Red Cross will <br />prepare this shelter site. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Scurlock, the Board unanimously (4-1, <br />Commissioner Bird being absent) approved transfer of <br />$6,500 to the Red Cross from the Grand Harbor <br />Development of Regional Impact funds, as recommended <br />by staff. <br />27 <br />�� �� <br />1992 <br />
