9UL <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously (4-0, <br />Commissioner Wheeler being absent) approved the <br />final pay request from P.A.V.C.O. Construction, <br />Inc. in the amount of $4,383, which includes the <br />balance due, retainage, and Change Order No. 2. <br />CHANGE ORDER NO. 2 IS ON FILE IN THE OFFICE OF THE <br />CLERK TO THE BOARD <br />DEVELOPER'S AGREEMENT w/PALMER TRAILER PARK <br />The Board reviewed the following memo dated 5/8/92: <br />DATE: MAY 8, 1992 <br />TO: <br />JAMES E. <br />CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: <br />TERRANCE <br />G. PINTO <br />DIRECTOR <br />OF UTILITY SERVICES <br />PREPARED <br />WILLIAM cCAIN <br />AND STAFFED <br />CAPITAL <br />J NGINEER <br />BY: <br />DEPARTMEN <br />OF UTILITY SERVICES <br />SUBJECT: DEVELOPER'S AGREEMENT WITH PALMER TRAILER PARK <br />(MR. GREG PALMER) <br />BACKGROUND <br />The staff of the Department of Utility Services has completed <br />negotiations for the construction of a subregional lift station on <br />Indian River Drive, south of the Sebastian city limits. The lift <br />station has been designed to accommodate future flows from the <br />surrounding area as laid out in the preliminary engineering study <br />dated February 1991 by Kimball/Lloyd. The Department of Utilities <br />Services would now propose to enter into a developer's agreement <br />with Greg Palmer (Palmer Trailer Park) for the construction of a <br />subregional lift station. <br />ANALYSIS <br />The construction cost is to be split on a usage basis. The usage <br />split of the lift station is as follows: <br />Parcels served owned by Mr. Palmer Flow <br />Palmer Trailer Park 7,000 <br />Palmer Apartments 2,250 <br />County service area. Property 1 32,649 <br />Total Flow 41,899 GPD <br />This equates to a 78% share by the County and a 22% share by Mr. <br />Palmer. Please see the attached developer's agreement for specifics <br />of the cost share split. (For an estimated cost breakdown, see <br />attached.Exhibit C of the attached agreement.) The cost sharing <br />covers the cost of the lift station, oversizing of the associated <br />sewer force main, and engineering connected to that part of the <br />project only. Funding for this project will come from the impact <br />fee fund. <br />RECOMMENDATION <br />The staff. of the Department of Utility Services recommends that the <br />Board of County Commissioners approve the attached developer's <br />agreement with Mr. Greg Palmer for the construction of a subregional <br />lift station at the Palmer Trailer Park. <br />36 <br />r � � <br />
