ASHE <br />AND STAFFED ASSISTANT DIRE R OF UTILITY SERVICES <br />BY: <br />SUBJECT: TAKEOVER AND OPERATION OF THOMPSON-ET 'ARY WASTE- <br />WATER PLANT AND SEBASTIAN MIDDLE SCHOOL WATER PLANT <br />PRIOR TO CONNECTION TO COUNTY SYSTEM AS SET FORTH IN <br />JANUARY 29, 1991 AGREEMENT <br />BACKGROUND <br />On January 29, 1991, the Board of County Commissioners approved an <br />agreement between the Indian River County School Board and Indian <br />River County for the connection to County water and sewer service <br />and payment of capacity charges for the facilities to be served <br />(copy attached). The Department has moved aggressively to complete <br />the services requested under the agreement. <br />ANALYSIS <br />The status of the projects set forth in the agreement are as <br />follows: <br />Status <br />Item 1 Connection of Citrus Elementary Complete <br />to water <br />Item 2 Connection of Thompson Elementary Project to serve <br />to wastewater area under design <br />Item 3 Connection of Sebastian Elementary Complete <br />to wastewater service <br />Item 4 Connection of Wabasso Special School Under contract <br />to wastewater service for construction <br />Item 5 Connection of Middle Six and Seven Projected within <br />to wastewater service - payment of 60 days <br />fees <br />Reservation agreement for Sebastian Middle School and Sebastian High <br />School <br />Item 1 Payment of water and sewer capacity Fees paid in full <br />fees - $234,960.00 <br />* Projects to serve both water and wastewater to these facilities <br />are designed and submitted for permitting. <br />In discussions with School Board staff, it was proposed that the <br />Department take over the operation of the Thompson Elementary School <br />wastewater plant and the Sebastian Middle School water plant. Upon <br />the Department's taking over the operation of the plants, the <br />facilities would become customers of the County subject to the <br />County's uniform rates. Use of the elevated water tank at the <br />Sebastian Middle School would benefit the County until the new North <br />County Water Tower is constructed. At the time the facilities are <br />no longer utilized by the County, they will revert to the Indian <br />River County School Board for surplus. The Department of Utility <br />Services believes this arrangement will benefit both entities. The <br />proposal was presented to the Indian River County School Board at <br />its May 26, 1992, School Board meeting and was approved. <br />39 <br />JUN 16 1992 <br />4m <br />
