II. POLICIES <br /> ESF #5 will: <br /> A. Collect and process essential information and disseminate it for use by local <br /> government; and provide input for reports, briefings, displays and plans. <br /> B. Consolidate key information into reports; describe and document overall <br /> response activities, and keep appropriate authorities, including the SEOC, <br /> informed of the status of the overall response operations. A widely <br /> recognized emergency management software (E-Team) will be used to <br /> electronically establish control and document the flow of information within <br /> the EOC. In the event of technical difficulty with the established electronic <br /> media, pre-printed triplicate forms(Emergency Operation Message Form)will <br /> be utilized as an alternative form of tracking messages See a copy of the <br /> form attached to this ESF and identified as Attachment#1. <br /> C. Coordinate the display of key information submitted by other ESFs. Maps, <br /> charts, status boards, etc., will be displayed in the EOC. <br /> D. Utilize technical specialists and technologies to support the ESF#5 mission. <br /> Including Geographic Information Systems(GIS),`HAZUS-MH (FEMA's multi- <br /> hazard'loss estimation methodology), surge modeling, GeoCOVE (damage <br /> assessment software), etc. <br /> III. SITUATION <br /> A. Disaster Condition <br /> A significant natural disaster or other significant event will be of such severity <br /> and magnitude as to require adequate dissemination of information. <br /> B. Planning Assumptions <br /> 1. The local response elements will be the best available source of vital <br /> information regarding damage and initial unmet needs assessments. <br /> 2. There will be an immediate and continuous demand for information on <br /> which decisions will be made to conduct response and recovery <br /> actions. <br /> 3.
