4. During a disaster, message flow may bottleneck in the EOC due to <br /> extremely intense levels of activity. <br /> 5. Damage assessment teams will need to be coordinated and <br /> assembled to determine the county's need assessment and level of <br /> public and individual assistance. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> The Emergency Management Coordinator, or his designee, will act as the <br /> overall coordinator for the ESFs. ESF #5 is responsible for directing <br /> message flow within the EOC, providing technical assistance with the <br /> emergency management software, displaying information data, tracking <br /> mission assignments, tracking requests for assistance and resources <br /> (utilizing WebEOC), and providing technical data in support of disaster <br /> operations. The Emergency Management Director, or his designee, must <br /> approve all requests for outside assistance and/or resources. <br /> B. Notification <br /> The IRCDEM will provide notification for each ESF's primary agency. A <br /> representative from the primary agency will in turn notify each support <br /> agency and/or volunteer agency, as required. <br /> C. Response Actions <br /> 1. Initial Actions <br /> a. Activate ESF #5. <br /> b. Establish a duty roster and phone lists; coordinating status <br /> boards, establish message flow and tracking. <br /> C. Call support agencies as needed and establish staffing <br /> patterns to ensure 24-hour operations, if required. <br /> 2. Continuing Actions <br /> a. Coordinate with key personnel in the field. <br /> b. Continue to staff the EOC on a 24-hour basis, as required. <br /> C.
