B. Planning Assumptions <br /> 1. Once emergency conditions subside, individuals and relief <br /> organizations from outside the disaster area will begin to collect <br /> materials and supplies to assist the devastated region. <br /> 2. Individuals and organizations will feel compelled to go to the area to <br /> offer assistance. <br /> 3. When these situations occur, a need for an organized response is <br /> imperative. <br /> 4. Local volunteer groups will experience a deficit in some, if not all, <br /> areas. This will necessitate state and possible federal assistance. <br /> IV. CONCEPT OF OPERATIONS <br /> A. General <br /> The primary function of ESF#15 is to coordinate volunteers and donations to <br /> meet the needs of the affected area. Volunteer coordinators at the United <br /> Way of Indian River will set up a staging area to receive all volunteers. <br /> ESF #15 will assign their support agency to allocate volunteers to staff the <br /> phone bank located at the EOC. The goal is to meet the unmet needs of the <br /> community. <br /> B. Organization <br /> This ESF will be tasked with coordinating staffing at both the EOC and the <br /> volunteer reception center. The United Way of Indian River will assign a <br /> liaison from their support agency to staff the ESF#15 desk in the EOC. This <br /> liaison will coordinate all ESF #15 activities with ESF #5 (Information and <br /> Planning) to advise the status and response capabilities. This ESF may be <br /> operational beyond the time of EOC operations. <br /> C. Notification <br /> The IRCDEM will provide notification for each ESF's primary agency.
