The teams will be <br /> gathered in the EOC and briefed by the Indian River County GIS <br /> Department just prior to being dispatched to the field when conditions <br /> are appropriate. The teams have been trained on their geographic <br /> assignments, mapping, assessment criteria and report format and <br /> process. <br /> 5. The economic injury to a region impacted by a disaster is difficult to <br /> measure in finite terms within a reasonably short period of time. The <br /> losses are widespread over a large population and are cumulative. <br /> They can only be estimated. The following are types of economic <br /> impacts that may affect people and are examples that may be studied <br /> in the aftermath of a disaster: <br /> • Business interruption <br /> • Loss of customers <br /> • Loss of return on capital investments <br /> • Loss of profits on finished goods <br /> • Loss of investor's confidence <br /> • Loss of credit standing <br /> • Loss of trained personnel who transfer jobs <br /> • Excessive replacement cost due to overtime <br /> • Cost of replacement of depreciated buildings <br /> • Continuance of fixed charges during shutdown <br /> • Cost of hiring temporary quarters <br /> • Loss of valuable records <br /> • Loss of value of past advertising <br /> • Loss of rent from tenant <br /> • Temporary loss of income <br /> 6. As assessment of public needs will be determined based on the RIAT <br /> which identifies the areas requiring priorities and damage to <br /> infrastructures upon which the general public is dependent upon for <br /> survival. <br /> B. Disaster Field Offices/Disaster Recovery Centers <br /> 1. When a federal disaster declaration is issued in response to an <br /> incident, key federal and state recovery officials will establish and co- <br /> locate at a Joint Field Office (JFO). The Emergency Management <br /> Director/Coordinator will lead responsibility for coordination with the <br /> state, pre- and post- event, on the establishment of a Disaster <br /> Recovery Center. This request with the State will occur via telephone, <br /> Indian River County Comprehensive Emergency Management Plan Annex IA- Page 6 <br />
