suspected of being uninhabitable will immediately be reported to the <br /> EOC, who will then arrange for an appraisal from the proper authority <br /> for that jurisdiction. <br /> Damage assessment reports will be filed by the Emergency <br /> Management Division only. Any other damage reports filed with state <br /> and federal agencies will not be recognized without the approval of <br /> the Emergency Management Director, and/or his designee. The <br /> Emergency Management Division will file all damage reports with the <br /> SEOC, who in turn will file these reports with the Federal Emergency <br /> Management Agency in order to obtain a Presidential Declaration of <br /> Disaster, if required. <br /> 3. Indian River County Emergency Management will be the lead for <br /> damage assessment. GeoCove software maintenance, training and <br /> use will be conducted by the Indian River County GIS Department and <br /> used for damage assessment; training will be offeredat least <br /> annually. Methods used in damage assessment reporting will include <br /> the following: <br /> a. Aerial Reconnaissance-conducted when there may be no other <br /> way to enter the area; when the damaged area is so large that this <br /> method provides the best opportunity to identify specific areas to <br /> be surveyed by DATs; or when the damage is so extensive and <br /> catastrophic that the need for detailed damage assessment may <br /> not be considered. ESF#1 (Transportation)and ESF#13 (Military <br /> Support) may provide aerial support. <br /> b. Drive-Through Reconnaissance- used to assess a large area in <br /> a relatively short period of time. It may be utilized when areas are <br /> inaccessible on foot and a general overview of the area is all that <br /> may be required. <br /> c. Walk-Through Inspections - the most effective, thorough and <br /> time-consuming method for damage assessment. This method is <br /> most often used when the assessment needs to be very detailed <br /> and specific and will determine post-disaster habitability. <br /> d. Miscellaneous Sources - Search and Rescue team reports, <br /> efforts of local insurance agencies, private business reporting and <br /> pre-event damage assessment reports. <br /> 4. The damage assessment teams will be contacted with instructions to <br /> report to work in accordance with their established procedures and be <br /> Indian River County Comprehensive Emergency Management Plan Annex IA- Page 5 <br />
