Under discussion, Commissioner Scurlock was concerned about <br />the cumulative effect, and this concern was shared by Commissioner <br />Bowman. Director Davis assured the Board each request is studied <br />individually, taking into consideration the geographic area and the <br />effect on the floodplain, and if staff found that the height of the <br />water level would go up 1/10 or 2/10 of a foot, a waiver would be <br />denied. He also stated that staff keeps a file on floodplain <br />waivers and while the issue has been debated, we have been <br />consistent through the years. He commented that everyone is <br />looking forward to a computer model of the river, either through <br />the Surface Water Improvement and Management (SWIM) or the St. <br />Johns River Water Management District. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />N.
