ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously approved <br />and authorized the Chairman to execute the contract <br />with B.R.I., Inc., for professional services; as <br />recommended by staff. <br />SAID CONTRACT <br />IS ON FILE IN THE OFFICE OF CLERK TO THE BOARD <br />PAVING OF WILLOW STREET <br />Public Works Director Jim Davis advised that some months ago <br />the residents of the area south of Fellsmere along Willow Street, <br />which is 130th Street, complained about the road condition. Staff <br />researched the situation and found we have a limited right-of-way <br />varying from 30 and 40 feet along Willow Street. Part of Willow <br />Street is within the incorporated area of City of Sebastian and the <br />southerly section is in the unincorporated area. At the Board's <br />direction, staff sent a letter to every property owner along Willow <br />Street requesting that they donate 25 feet of right-of-way to the <br />County to construct the roadside swale system and drainage system, <br />after which we could improve the road. One property owner was <br />willing to donate 25 feet of right-of-way and the other owners did <br />not respond or they indicated they would not donate the right-of- <br />way. One of the alternatives is to pursue an aggressive right-of- <br />way acquisition program, which means hundreds of appraisals and <br />establishment of funding sources. There are people who use that <br />road to go to the 5 -acre tracts south as well as the streets that <br />branch off of Willow Street, so the benefitted area would be a <br />sizeable area. Berry Groves is a citrus grove operation whose <br />trucks use that road and they have indicated a willingness to <br />discuss some options. In addition, the City of Fellsmere is <br />involved. It would be a monumental task to assess that entire area <br />because there are hundreds of owners, with some platted <br />subdivisions. <br />Commissioner Bowman suggested publicity and a public hearing. <br />County Administrator Jim Chandler suggested we should go back <br />and look at and identify the areas that we think should be included <br />and talk to the City of Fellsmere as to what their position may be. <br />All Board members agreed with Mr. Chandler's recommendation. <br />PROFESSIONAL LAND SURVEY SERVICES - WATER LINE REPLACEMENT PROJECTS <br />The Board reviewed memo from Utility Services Director Terry <br />Pinto dated June 16, 1992: <br />57 <br />4�J r i <br />'JUL 0 7 19192' <br />
